The two brothers Gramoz and Artan Sako represent a typical model of survival and prosperity through political power. Artan Sako has been summoned to SPAK for corruption and falsification of tenders, including links to the Sterilization PPP, but continues to benefit from public contracts. In parallel, Gramoz Sako, after a long career at the head of the Republic Guard, was catapulted by Edi Rama as Mayor of Tepelena, without facing justice. The Sako brothers' companies have received around 157 million euros in tenders, concessions for HPPs, waste, state land for photovoltaic parks and construction permits, creating a network of businesses that extends from energy to construction and tourism. The case raises serious suspicions of conflict of interest, misuse of public funds and political patronage, requiring an in-depth criminal and administrative investigation.
Let's start with two concrete facts:
– On October 14, 2024, builder Artan Sako was summoned to SPAK to provide clarifications regarding corruption and falsifications in many tenders. He is also under investigation for fictitious tax invoices issued to the concessionaire company "Sani Service" for the Sterilization of Surgical Equipment.
– In the local by-elections of May 9, 2025, Prime Minister Edi Rama catapulted as a candidate for Mayor of Tepelena the former Director of the Republic Guard, Gramoz Sako, the brother of builder Artan Sako.
But the builder Artan Sako continues to receive tenders and is not being brought to justice, although there is evidence of criminal offenses related to the tenders and false invoices issued for the PPP-Sterilizimi firm.
Meanwhile, his brother, Gramoz Sako, after 11 years of corruption and other abuses at the head of the Republican Guard, instead of facing justice, has been the Mayor of Tepelena Municipality since May 2025, where he continues to haggle over tenders and the assets of this municipality.
For the two brothers, Gramoz and Artan Sako, career and financial prosperity began after Edi Rama came to power, as a reward for the free construction of Linda Rama's palace in Tirana, and continues today through their companies, mainly the company "2T" sh.pk.
According to the register of the Public Procurement Agency and the State Treasury, the company "2T" sh.pk of the brothers Gramoz and Artan Sako, during the 12 years of Edi Rama's rule, has received around 157 million euros in tenders, half of them without competition, with false documents and with contract values of 95-100 percent of the limit fund, for which the company is under investigation by SPAK.
In addition to this value, the Sako brothers' company has also received the concession for four private HPPs on the Zall Okshtun River in Bulqiza, with a 35-year energy production and sales contract.
Their company also received the Kamza waste concession without competition, with a contract value of 16.2 million euros for 12 years, as well as the right to sell recyclable waste on its own behalf.
On October 18, 2023, Edi Rama granted the brothers Gramoz and Artan Sako the concession to build a photovoltaic power plant in the Grykë area of Fier, donating 30 hectares of state land.
On June 13, 2022, they established the joint construction company "Rawafed Al-Torok Albania" sh.pk, in partnership with citizen Abdulaziz Alarifi from Saudi Arabia.
This company has not had any tax activity for three years, but has been registered by Albanian agencies for money laundering and financial transfers to and from Albania, which the Sako brothers have invested in towers, palaces and resorts, or have given to other builders with interest.
Gramoz and Artan Sako also own the company "Kadria" sh.pk, with construction activities, import-export of goods, passenger transport and tourism.
In the company "Dion Energji", with construction and tourism activities, they own 50 percent of the shares in partnership with Amantia Xhafaj and Ditjon Baboçi, the daughter and son-in-law of Fatmir Xhafaj.
In the company "Euro Servise & Co 2021", with activities of import and sale of cars and boats, as well as import-export of food, Gramoz and Artan Sako have 25 percent of the shares.
By Decision No. 43 of the National Council of Territory, the company “2T” sh.pk has received permission to build a residential complex in Farka, with buildings 2–3 floors above ground and one floor underground. Gramoz Sako, former Director of the Guard and for eight months Mayor of Tepelena, owns these shares illegally, due to the conflict of interest related to the positions held during the SP government./ Pamphlet
