On January 16, 2025, the dam of the private hydroelectric power plant "Energo-Sas" in Lukovë burst, flooding 12 businesses with tourist activities, damaging several other businesses and homes in that area.
The Vlora Police, the Himara Municipality and the Ministry of Defense, which deals with emergencies, did not provide any clarification regarding the ownership of the Sasaj HPP, the technical safety and the causes of the dam's rupture, except for the announcement that the Bunec field in Lukovë has been filled with water and mud.
The government and the media close to it covered this case in silence, while the local police said that the first investigative materials of the dam's rupture assessment have been passed on to the Vlora prosecutor's office, taking only the administrator Vangjel Ngjelo as the subject of the investigation, and not the two owners.
The owners of the Bunec HPP in Lukovë are the company "AGNA" of Vasil Naçi and his family with 56.5%, and the company "Wonder" of Vasil Gjika, former DP MP, with 43.5% shares.

Given the fact that the owners are friends of the political and power elite, no one dares to say whether the dam broke from water pressure, or whether they broke it to build on the land by the sea.
In the confidential information that "Pamfleti" has obtained from the Vlora Prosecutor's Office, it is stated that referring to preliminary investigations with sources from the criminal police, the SHISH and the ambiguous statements of the HEC administrator, Vangjel Ngjelo, there are indications that the dam was not ruptured by water pressure.
But it is suspected that it is a stimulated crack, as a scheme by the two owners of the HPP, Vasil Naçi and Vasil Gjika, in collaboration with government leaders, to flood the coastal area in front of the dam, in order to pave the way for the construction of resorts, hotels, villas and palaces in that area.
The Vlora Prosecutor's Office, for the purpose of the investigation, has received the 2024 expert report, conducted by specialists and experts engaged by the Dam Committee, which states that the dam at the Sasaj HPP is fully technically guaranteed and without any risk.
In this report, it is stated that the body of the Sasaj HPP dam, the slopes, the drainages, the dam crown, the elements of its physical impermeability, the water collection system in the basin, the discharge gate system, the diversion and water discharge system in case of a water level increase are extremely safe.
In this HPP, there was no water flow above the permitted risk quota, and in fact the water volume was 15% less than the normal quota, but the dam burst because its rupture was stimulated by the interested human factor, to create business opportunities for construction in the flooded territory.
According to information, these constructions will be built on 94 hectares of state-owned land used by the residents of Lukovë who are deliberately not being provided with ownership certificates, while according to the law on strategic investments, Bablok has the authority to donate it to whomever he wishes.
In this specific case, the potential businessmen, who are suspected of having fabricated the breach of the HPP dam owned by them, are two Vasils: Naçi and Gjika, who want a share of the tourist construction in Lukovë; where 1 month ago, the moderator, Tyrjan Hysko, with his brother, a freshman and former SP MP, was announced as a strategic investor in 7.7 hectares of free state land.
We would like to clarify that on April 15, 2024, with contract No. 1844 of notary Mimoza Sadushi, Vasil Naçi sold with reserve, the shares in HEC-Sasaj, worth 5.7 million Euros, to partner Vasil Gjika.
But this sale is not reflected in the Central Bank Extract, as Vasil Naçi and his family are still partners with 56.5; a fictitious sale, which must be investigated for what "acrobatics" it was made and whether Vasil Gjika transferred the value of 5.7 million euros and from what source he obtained it.
