On September 25, 2019, with Decision no. 632, Prime Minister Edi Rama gave the "Bindja Demokratike" party with chairman Astrit Patoz, a villa for offices, although it was created only 2 months before the day of the elections, when the SP gave them 1 or 2 councilors in 27 municipalities.
Grant of Villa no. 1 and the gym building next to it, was considered Rama's reward because after the PD-LSI boycott, this party entered the local elections, allegedly as a rival opposition party to the SP.
But Astrit Patozi reacted by saying that that villa is not even suitable for a stable, but with Bablok's decision in hand, he went and registered it as an asset under the jurisdiction of his party.
Although this "de facto" party does not exist, the headquarters consisting of Villa No. 1, plus the gym in the block of German villas with an area of 1780 m2 and 800 m2 of space next to it, is under the responsibility of the administration of Astri Patoz, although this is not party chairman since May 5, 2021.
There have been doubts expressed in the media and by the group of democrats, that Edi Rama rewarded Astri Patoz with a villa as an alleged headquarters for the party, but in reality it will be demolished and a tower will be built.
The signs of the tower were given 10 days ago, when the Ministry of Finance and the Directorate of Government Services finally released Villa No. 1, the gym and the space of 800 m2, giving it to the "Bindja Demokratike" party, with the right to develop it according to her interests.
But in VKM no. 632, dated September 25, 2019, states: - The "Bindja Demokratike" party is prohibited from changing the destination of the property, or alienating it or giving it to third parties for use.
As it seems, that government decision was the mask of a bargain, to build a tower instead of that villa, gym and public space with a total area of 2580 m2 in the former German villas; and for this the first signs are being given by the firm "Gener-2 Sh.pk" of the oligarch Bashkim Ulaj.
According to the information, family members of Bashkim Ulaj, who manage the "Toptani" center, "inspected" the territory of Villa no. 1 of the "Bindja Demokratike" party.
There are rumors that it will be built; and these 3 facts are no coincidence:
1. The family members of Bashkim Ulaj, who are managers and partners of the company "Gener-2 Sh.pk.", have supervised the building and the territory of Villa no. 1 which shows the headquarters of the "Bindja Demokratike" party.

3. 10 days ago, the Ministry of Economy-Finance and the Directorate of Government Services have finally released Villa No. 1, the gym and the space that the "Bindja Demokratike" party administers, giving this party the right to do whatever love with him.
