While Russia insists it is waiting for some sanctions to be lifted before approving a deal to stop attacks in the Black Sea, the EU has reacted.
A European Commission spokesman said the withdrawal of all Russian forces would be one of the main conditions for lifting or amending sanctions.
"The end of the unprovoked and unjustified Russian aggression in Ukraine and the unconditional withdrawal of all Russian military forces from the entire territory of Ukraine would be one of the main preconditions for amending or lifting the sanctions," the response said.
