Immigration has once again been the most divisive issue for EU leaders. Poland and Hungary monopolized the debate and accused the Brussels summit of finalizing an outcome without common consensus.
The 27 heads of state and government did not even bother to find a common language on the external dimensions of immigration, despite the fact that reaching an agreement with third countries is the approach that has found the most consensus.
"The best way to curb the impact of illegal immigration on our borders is to strengthen the cooperation between the countries of the Union and the countries of transit and origin. After 5 hours of debate on immigration, I am surprised by the blindness of some who do not accept the need to include the external aspect in the Pact on Asylum and Immigration" , said Pedro Sanchez, Prime Minister of Spain.
In fact, Budapest and Warsaw decided to apply pressure because they are not happy with the asylum agreement reached in June, which provides for the sharing of the burden. They voted against it, but it was approved with a qualified majority.
Poland has announced the holding of a national referendum, even though the EU has stated that the pact must be respected.
" So that the Poles can say if they want a safe country, or if they want what happens in the suburbs of some Western European cities ," said Mateusz Morawiecki, Prime Minister of Poland.
The second issue that dominated the summit agenda was Ukraine. EU leaders insisted that support would continue, meaning long-term financial support and security guarantees would be provided.
The commission also promised to work to find a way to use frozen Russian assets for the reconstruction of Ukraine.
