The only concrete finding of the investigation into the underground tunnel that was opened in August between the basement of a residential building and the High Court in the center of Podgorica, is that 19 weapons have disappeared from the court's warehouse.
The identity of the six people who allegedly took part in digging the tunnel is still being investigated and the van they used has reportedly been found.
Officially, there are no suspects yet.
The tunnel's existence was discovered on September 11, and three days later, the Basic Prosecutor's Office began hearings of people who might have information about the raid on the depot, which was reached through the excavated tunnel.
So far, no one has claimed responsibility for this serious security breach.
The headquarters of the Government, the Assembly, the Constitutional Court and the Central Bank of Montenegro are located near the tunnel.
Tunnel characteristics
The underground tunnel is about 30 meters long and about a meter wide and as high. It connects the basement of the residential building - on "Njegosheva" street in the center of Podgorica - with the warehouse of the Supreme Court, between which there is a road.
The walls of the tunnel are lined with boards to prevent the soil and rock from collapsing. Regarding the soil, Velko Vasilevich, forensic expert in the field of construction, said that it was soft, which made digging easier.
The end of the tunnel leads to the basement storage room of the Supreme Court, the wall of which has been breached where the file shelves are. The opening is also next to the room where defendants are brought and detained before entering the courtroom.
What do the apartment owners say?
The apartment was rented at the end of July and the tunnel was discovered on September 11. It is believed to have been excavated for a month and a half, most likely during the month of August, while most of the Supreme Court staff were on vacation.
The owners were questioned by the Podgorica Police. The owner said that she did not know the people who rented the apartment. It was found that they used fake documents.
Currently, the police do not suspect that the owner is connected to this case.
How was the tunnel discovered?
Të hënën, më 11 shtator, zyrtarët e gjykatës zbuluan se dikush qëndronte në depo në bazë të rasteve të kontrolluara.
U njoftua policia, e cila ka nisur hetimet. Pas largimit të policisë, oficerët filluan inventarizimin e gjësendeve, gjatë të cilit u gjet një hapje pas raftit me lidhëse.
Çfarë ka në depon e Gjykatës?
Depoja përmban 100.000 sende, materiale provuese nga procese të shumta penale, lëndë gjyqësore, nëntë tonë drogë, 400 armë, municione, eksploziv...
Menjëherë pas hapjes së tunelit, kryetari i këtij institucioni, Boris Saviq, tha se “pothuajse asgjë nuk mungon”.
Kryeministri Dritan Abazoviç tha se janë zhdukur disa gjëra , përfshirë armët, gjë që ende nuk është konfirmuar nga gjykata.
Pas hetimeve, Prokuroria Themelore bëri të ditur se ende nuk dihet se çfarë ka humbur.
Zhvendosja e përgjegjësisë
Abazoviç bëri të ditur se hapja e tunelit nuk mund të bëhej pa ndihmës brenda Gjykatës së Lartë - ç’gjë ata e hodhën poshtë.
Gjykata njoftoi se punonjësit nuk janë të trajnuar për t'u marrë me sigurinë e ndërtesave dhe nuk është në përshkrimin e tyre të punës.
Disa palë akuzuan Ministrinë e Punëve të Brendshme (MPB) dhe Drejtorinë e Policisë se janë përgjegjëse kryesore për dështimet e tyre, e që rezultuan me hapjen e tunelit.
Policia tha se nuk ka qasje në depo dhe as nuk i siguron ambientet e Gjykatës së Lartë.
Përgjegjësia për sigurimin e objekteve i takon departamentit të sigurisë personale në kuadër të Administratës së Policisë.
Kush është përgjegjës?
Përgjegjësia specifike i takon MPB-së dhe udhëheqjes së Gjykatës së Lartë, tha për Radion Evropa e Lirë avokati nga Podgorica, Vesellin Radulloviç.
“Nëse shërbimet e sigurisë do të kishin bërë punën e tyre, do ta kishte të vështirë që dikush në qendër të qytetit, pranë institucioneve më të rëndësishme, të hapte një tunel 30 metra, pa informacion për vendndodhjen e depos. Atë informacion mund ta kishte dhënë dikush nga Gjykata e Lartë ose një person që e ka atë informacion”.
Radulloviç thekson se refuzimi i përgjegjësisë është praktikë në Mal të Zi.
“Përveç shkallës së lartë të papërgjegjshmërisë në këtë rast, kemi edhe pengim të hetimeve”, thotë avokati Radulloviç.
Vizita e kryeministrit rrezikoi rrjedhën e hetimeve?
Gjatë hetimeve nga ekspertët mjeko-ligjorë, Abazoviq, së bashku me ministrin e Drejtësisë dhe atë të Punëve të Brendshme, vizituan vendin e gërmimit të tunelit dhe më pas depon e Gjykatës së Lartë.

According to the regulation, it is forbidden to stay in that area during the investigations and there is a clear procedure for the disposal of mobile phones.
Abazovic spoke about the visit to the warehouse, saying that he received approval for the visit from the president of the court, Boris Savic. /REL
