Jagland is being investigated for extensive contact with Jeffrey Epstein, for repeatedly staying at his properties and for suspicion of receiving financial assistance to purchase an apartment.

The Council of Europe has lifted the immunity of former Secretary General Thorbjørn Jagland, following a request from Norwegian authorities, who have launched corruption investigations into his ties to convicted sex offender Jeffrey Epstein.

The decision was taken unanimously by the Committee of Ministers of the Council of Europe. The institution announced that the lifting of immunity was carried out at the request of the Norwegian authorities, to pave the way for the legal process against the former senior official. According to the official announcement, the measure comes after media revelations published since November 2025, which link Jagland to Epstein.

Jagland served as Prime Minister of Norway from 1996 to 1997. He was Secretary General of the Council of Europe from 2009 to 2019 and chaired the Norwegian Nobel Committee from 2009 to 2015.

In a statement on Thursday, the Norwegian anti-corruption agency, Okokrim, announced that it has asked the Foreign Ministry to lift the immunity granted to Jagland as a former diplomat. Okokrim's head, Pal Lønseth, said that the investigation will focus on verifying whether Jagland received gifts or favors in connection with his positions, international media reported.

Jagland's name is mentioned several times in files from Epstein's estate, released last week by US authorities.

According to reports, in an email to Epstein in May 2012, Jagland wrote: “ I was in Tirana (Albania), extraordinary girls .” In another email from January 2013, he mentioned plans to visit Epstein’s private island in the Caribbean with his wife and sons, adding: “ I can’t just keep it up with new women, as you know .”

On Monday, Jagland told Norwegian newspaper VG that the emails contained “embarrassing jargon” that could be misinterpreted and stressed that he had never visited Epstein’s properties without his wife present. He also denied ever staying on the financier’s private island.

His lawyer, Anders Brosveet, said he would present all relevant information to investigators. " Based on what we have found so far, we are confident about the outcome ," he was quoted as saying by Reuters.
