German Chancellor Friedrich Merz has proposed to the European Union that Ukraine receive associate member status in case full membership takes more time.
In a letter to EU leaders, Agence France-Presse reports , Merz has asked European Council President Antonio Costa and European Commission President Ursula von der Leyen to allow Ukraine to participate in several meetings of the 27 countries, have a commissioner without portfolio and members of parliament without voting rights.
“It is clear that we will not be able to complete the accession process in the near future, given the countless obstacles and political complexities of the ratification procedures,” he wrote in the letter.
As a result, Berlin proposed granting Kiev the status of “associate member”, a “decisive step” before full membership.
He clarified that this is by no means an "easy" or low-cost membership.
Ukraine has always been reluctant to accept various proposals aimed at delaying its accession process. Ukrainian President Volodymyr Zelensky, for his part, is seeking "full membership" in the EU, possibly in 2027.
Kiev, an "associate member" of the EU, may have a commissioner without portfolio
In his letter, addressed among others to the President of the European Council, Antonio Costa, and the President of the European Commission, Ursula von der Leyen, Friedrich Merz details what "associate member" status for Ukraine could look like.
According to him, this would allow Kiev to participate in certain meetings of the European Council, which brings together the heads of state and government of the EU, to have an "associate" European Commissioner, without portfolio, and "associate" MEPs without voting rights.
Ukraine was granted official candidate status to join the EU in December 2023, but accession negotiations have stalled since then due to a veto by Viktor Orbán's Hungary.
Péter Magyar's victory in the parliamentary elections on April 12 changes the situation.
But accession negotiations are expected to be long and difficult, especially on the agricultural side. Ukraine is a major producer of agricultural products and its size is a source of concern for some countries, including France.
Such a proposal has also been made by Prime Minister Edi Rama in cooperation with Serbian President Aleksandar Vučić.
At the core of their proposal lies the idea of an accelerated integration of prepared candidate countries into the EU internal market and the Schengen area, without undermining the existing institutional balance of the Union.
So, without veto rights, without additional commissioners, and without affecting decision-making structures.
For Prime Minister Rama and President Vučić, this formula would provide direct benefits for citizens, while simultaneously strengthening the EU's economic and geopolitical position.
