
Russian President Vladimir Putin wants Ukraine to surrender. Germany's top diplomat, Johann Wadephul, said during a visit to Kiev that Russia has intensified its bombing of the neighboring country in recent weeks.
Amid stalled talks to end the three-year war, Wadephul said that "Putin is not backing down from any of his maximalist demands, as he does not want negotiations, but capitulation."
"The freedom and independence of Ukraine are the most important task of our foreign and security policy," the German Foreign Ministry said in a statement.
The German chief diplomat added that Russia wants occupation and annexation at all costs, even at the cost of thousands of lives.
