The State Department is sanctioning six Beijing and Hong Kong officials responsible for abuses in Hong Kong and the United States.
This includes 5 individuals for their role as leaders or officials of the Hong Kong government who have engaged in actions or policies that have degraded Hong Kong's autonomy, including connection to international repression targeting individuals residing in the United States, and one individual for their role in implementing the National Security Law.
The official announcement of the State Department states that the actions and publication of the "Hong Kong Policy Act Report" report to Congress demonstrate the Trump administration's commitment to holding accountable those responsible for depriving people in Hong Kong of protected rights and freedoms or who commit acts of transnational oppression on American soil or against American persons.
The Department of State is designating the following individuals pursuant to section 4(a)(iii)(A) of EO 13936 as foreign persons determined to be or have been directors or officers of an entity, including any governmental entity, that is involved, or whose members are or have been involved, directly or indirectly, in the coercion, arrest, or coercion of an individual to coerce, arrest, or subject, or were responsible for or involved in the development, enactment, or enforcement of the National Security Act:
Sonny Chi Kwong AU is a State Agency official as Secretary-General for the Committee for National Security Protection in Hong Kong SAR.
Dong Jingwei is a senior civil servant - Regional Government as Director of the Office for Safeguarding National Security of the Central People's Republic of China in Hong Kong SAR.
Dick Chung Chun Wong is Assistant Commissioner of Police, National Security and previously held the position of Principal of HKPF College.
Margaret Wing Lan Chiu was promoted to the rank of Assistant Commissioner of the HKPF in 2021 and assumed the position of Assistant Commissioner of Police, National Security. The HKPF was previously a Chief Inspector.
Raymond Chak Yee Siu is the Police Commissioner of the Hong Kong Police Force (HKPF).
Paul Ting Kwok Lam is the Secretary for Justice, in the category of Ministers of the Regional Government, and has been responsible for or involved in the development, enactment or implementation of the National Security Law.
