Russian Foreign Ministry spokeswoman Maria Zakharova has accused Europe of "arming itself to the teeth" and fueling conflict on the continent.
European governments have increased military spending in response to Russia's war in Ukraine and what they call the risk of a Russian attack on a NATO country, a scenario that Moscow sees as absurd.
Zakharova also said that Russia is committed to dialogue and constructive cooperation with Armenia, but there are questions about the country's strategic plans.
Relations between the two countries, which are officially allies, have deteriorated due to the efforts of pro-Western Armenian Prime Minister Nikol Pashinyan to be re-elected in Sunday's elections.
Zakharova told reporters that it is normal for Moscow to seek to understand in which direction the Armenian leadership is trying to lead the country.
Russia also condemned US efforts to ignite an arms race in the Asia-Pacific region, it said, days after US Defense Secretary Pete Hegseth called on Washington's allies in the region to increase defense spending to prevent China's dominance.
Responding to a question about Hegseth's comments in a speech on May 30, a Russian Foreign Ministry spokeswoman said Moscow condemns the US's "persistent attempts" to use proxy forces to ignite an arms race.
