
Spain's Interior Ministry has declared a state of emergency following a nationwide power outage today. The ministry added that the state of emergency will be applied in regions that request it.
So far, Madrid, Andalusia and Extremadura have requested that the central government take over public order and other functions.
Millions of people across Spain have been affected by power outages, as have major industries such as transport and telecommunications.
Spanish Prime Minister Pedro Sanchez said a "strong oscillation" in the network was behind the outage, but the cause is still unclear.
Electricity supplies have been restored to parts of Spain and Portugal, the countries' network operators said in an update on Monday evening, hours after a massive and unexplained power outage plunged the entire Iberian Peninsula into darkness.
Portugal's grid operator, Rene Electrica Nacional (REN), said production has been restored at the Castelo de Bode hydroelectric power plant and the Tapada de Outeiro thermal power plant.
With these stations now active, energy consumption is gradually restarting in Portugal - first in the areas around these power plants and gradually further away, REN said.
Meanwhile, Red Electrica (REE), Spain's grid operator, said electricity had been restored in several regions, including Catalonia, Aragon, the Basque Country and Andalusia.
Although the cause of the massive power outage in Spain and Portugal is not yet clear, there are "no indications" of a cyberattack, said Antonio Costa, president of the European Council.
