Analysts have published their assessment of the actions taken yesterday by the Kremlin to apparently subjugate two major security institutions. Vladimir Putin signed a decree that effectively gave the Russian military control of the country's National Guard, Rosgvardia.
The Institute for the Study of War also cites a source who says that the Russian Security Council may be planning to abolish the Ministry of Emergency Situations (MES) and merge some of its employees with Rosgvardia.
Analysts say this places both institutions under the control of Russian military chief Valery Gerasimov, a Putin loyalist, and say the move is likely designed to "protect his regime," especially after Rosgvardia failed to engage Wagner forces during the Wagner uprising in June 2023.
Led by Yevgeny Prigozhin, who later died in a plane crash that many believe was orchestrated by the Kremlin, Wagner Group mercenaries moved swiftly from southern Russia toward the capital in a "march for justice," reaching within 190 kilometers of the city before it halted their advance.
Rosgvardia, created by Putin in 2016, did not engage with the Wagner Group, and many of the mercenary fighters were later said to have been absorbed into the national guard.
“ Putin may have perceived Rosgvardia as an emerging threat to his regime, especially after Rosgvardia’s inadequate response to the 2023 uprising and after Rosgvardia’s leadership attempted to exploit the uprising and Russia’s military failures in Ukraine to expand its authority. Subordinating Rosgvardia and parts of the MChS to the General Staff would significantly increase Gerasimov’s control over Russia’s security personnel, underscoring that Putin is rewarding Gerasimov for his loyalty and that Gerasimov holds a central place in Putin’s inner circle ,” ISW analysts said.
