Ukrainian President Volodymyr Zelensky said that Russia has not presented any new proposals to end the war, but continues to emphasize ultimatums already known from the past.
During a joint press conference with German Chancellor Friedrich Merz from Berlin, Zelensky said Ukraine does not accept any conditions for reaching a ceasefire and considers Russia's actions as part of a propaganda campaign without real content.
"The world has been waiting for more than a week for Russia to finalize the so-called peace memorandum. So far there is nothing new, only repetition of old ultimatums ," he said.
According to Zelensky, the essence of the conflict stems from Russia's criminal desire to kill people and destroy lives, while true peace can only be achieved if Moscow changes its approach.
The Ukrainian president called for intensifying international pressure on the Kremlin. He stressed that prolonging the war should be painful for Moscow and that Germany is supporting Kiev in this regard.
Zelensky's statement comes after a long phone call between Russian President Vladimir Putin and US counterpart Donald Trump on May 19, where Putin expressed his readiness to cooperate with Ukraine on a peace memorandum and a temporary ceasefire.
However, Zelensky stressed that Ukraine has not been informed about the contents of this document.
"We don't know what this memorandum includes, what principles Russia intends to include ," he said.
Zelensky reiterated that any peace initiative must be unconditional and based on the full restoration of Ukraine's sovereignty and territorial integrity. He rejected any attempts to impose conditions through public statements, calling them "propaganda maneuvers without real value."
