The US Department of Justice has filed criminal charges against former Cuban President Raúl Castro, linking him to the 1996 shooting down of two civilian airliners that killed four people. The indictment was made public in Miami on Wednesday, at a time of high tensions between Washington and Havana.
According to CNN, the charges against Castro include conspiracy to murder American citizens, sabotage of an aircraft, and murder. The case relates to the attack on two planes belonging to the Cuban-American organization Brothers for Salvation, a Miami-based group that in the 1990s operated flights to help Cubans trying to leave the island for the United States.

Along with Castro, the Justice Department has also indicted several other Cuban nationals, including Lorenzo Alberto Perez-Perez, Emilio Jose Palacio Blanco, Jose Fidel Gual Barzaga, Raúl Simanca Cardenas and Luis Raul Gonzalez-Pardo Rodriguez, on charges of conspiracy to murder American citizens.
The announcement was made at the Freedom Tower in Miami, a place with special symbolism for the Cuban diaspora. For more than a decade, the building has served as a reception center for Cubans seeking asylum in the United States. The date of the announcement, May 20, coincides with Cuban Independence Day, which is celebrated mainly by the Cuban diaspora.
The victims' families welcomed the indictment with strong emotions. Sylvia Iriondo, a survivor of the incident, called it a day of hope and a step towards justice, for which the families have waited nearly three decades. Nelson Morales, the brother of pilot Pablo Morales, who died in the attack, said it was an important day for Cubans in exile who are seeking justice.
The 1996 incident remains one of the most serious events in US-Cuba relations since the Cold War. After the downing of the planes, the administration of President Bill Clinton strongly condemned Havana's action and signed the Helms-Burton Act, which strengthened sanctions against Cuba and imposed further economic restrictions on the Cuban regime.
The Cuban government has maintained for years that the Brothers of Salvation planes had violated Cuban airspace and were engaged in anti-regime activities. The United States has rejected this version, saying that civilian aircraft posed no threat.
