Russia has no intention of launching a military attack on any NATO country this year or next, but is rushing to rebuild its forces as Europe accelerates its rearmament, Estonia's foreign intelligence service said in its annual report on Tuesday.
The NATO member, which borders Russia, has been one of Moscow's harshest critics and a strong supporter of Ukraine.
"Europe must invest in defense and internal security, so that in the future Russia will conclude that it has no chance against NATO countries."
"We see that the Russian leadership is very concerned about... European rearmament, they see that Europe may be able to conduct independent military actions against Russia within two to three years," the head of the service, Kaupo Rosin, told reporters.
According to him, Russia's goal now is to "delay and hinder," he added.
Ammunition production is expanding so rapidly that Russia will be able to stockpile supplies for future wars while it continues to fight in Ukraine, the intelligence service said.
Any Russian attack on Estonia would involve drones "on land, in the air and at sea, simultaneously throughout the territory of Estonia," she added.
Estonian intelligence said the Kremlin continues to consider the US as its main global adversary, while claiming it is willing to cooperate with the aim of lifting US sanctions.
“This change stems from the Kremlin’s ambition to exploit the new American administration to restore bilateral relations and pursue a solution that would formalize Ukraine’s defeat.
"Despite this illusory fusion, Russia's goals remain unchanged: it seeks to marginalize the United States and NATO and reshape Europe's security architecture according to Moscow's vision," Estonian Intelligence reported.
China is said to see Russia as a useful ally to marginalize the West and a source of energy if a conflict with Taiwan leads to sanctions or a naval blockade. The countries share military technology research.
"Any concessions made to Russia would, in fact, also fuel China's global ambitions," the report says.
