According to her, this shows once again that the Italian approach to orderly management of immigration, pursued "with seriousness and consistency" by its government, is gradually becoming the approach of Europe itself.

How does the migrant agreement between Italy and Albania work?
On November 6, 2023, a cooperation protocol was signed between Albania and Italy to strengthen cooperation on the issue of immigration, while the agreement caused reactions in Albania and Italy.
The protocol, based on which reception centers for illegal immigrants were established in Albania, was signed by Albanian Prime Minister Edi Rama and Italian Prime Minister Giorgia Meloni and was ratified by the Albanian Parliament on February 22, 2024.
The agreement, initially for five years, entails the landing of 36,000 migrants per year at the Albanian port of Shëngjin, about 75 kilometers south of the Albanian capital, Tirana.
Their cases will be handled at a center being built at a nearby air base in Gjadra, which will be able to accommodate 3,000 people. Both facilities will be staffed by Italians and will operate under Italian jurisdiction. However, external security will be provided by Albanian guards.
The Italian government has not given any exact figure but, according to Corriere della Sera , it estimated that the deal will cost around 653 million euros.
By helping Meloni, the Albanian government secures its support as it strives to become a member of the EU.
It is also showing the rest of Europe that it is ready to help the 27-nation bloc deal with one of its most difficult problems in recent years.
According to Rama, this is also a way to thank Italy, which accepted thousands of Albanians who fled poverty after the fall of communism in 1991.
