Norway said it could support a European Union plan to use frozen Russian assets for Ukraine, but would not use its sovereign wealth fund as sole financial support for the scheme, Finance Minister Jens Stoltenberg said.

Reuters said that in an attempt to break the deadlock, some members of Norway's parliament have proposed that the country's sovereign wealth fund, the world's largest with assets of more than $2 trillion, could offer a guarantee that would cover a potential legal liability.

But Stoltenberg said this was "not an option", despite Oslo's broader willingness to join the EU's plans.

He said that Norway, which is not an EU member, is already making large financial contributions to Ukraine and could also potentially participate in EU plans, but would not offer any guarantees on its own, Reuters noted.
