The United States announced a key new step in its efforts to end the conflict in Gaza and begin a phase of stabilization and reconstruction.
In a statement, President Donald Trump welcomed the creation of the National Committee for the Administration of Gaza (NCAG), calling it a cornerstone of the second phase of his Comprehensive Plan for Gaza.
Ali Sha'ath, a technocratic figure with extensive experience in public administration and economic development, has been appointed to lead the new body. His mandate will include restoring essential public services, rebuilding civil institutions, and stabilizing daily life, with the aim of preparing Gaza for long-term self-sustaining governance.
The initiative is part of the multilateral framework established by the United Nations Security Council, which, through Resolution 2803 (2025), welcomed the US Global Plan and approved the establishment of the Peace Board. The Board will be responsible for providing strategic oversight, coordinating international support, and ensuring transparency and accountability in the transition from war to development.
To put this architecture into action, the White House created a founding Executive Council chaired by Trump himself. Members include Secretary of State Marco Rubio, Special Envoy Steve Witkoff, Jared Kushner, former British Prime Minister Tony Blair, financier Marc Rowan, and World Bank President Ajay Banga. Each will be entrusted with a key portfolio, from rebuilding infrastructure to capital mobilization and large-scale investment.
At the operational level, Aryeh Lightstone and Josh Gruenbaum have been appointed as senior advisors to the Peace Board, tasked with translating diplomatic priorities into day-to-day action. The direct link to the ground will be entrusted to Nickolay Mladenov, the former UN envoy for the Middle East, who will serve as High Representative for Gaza. Security will be provided by the International Stabilization Force (ISF), under the command of Major General Jasper Jeffers. The mission will include maintaining order, demilitarization, and protecting humanitarian corridors.
In parallel, a Gaza Executive Council was announced, a supporting body to the NCAG that will include US, regional and international representatives, including Turkish Foreign Minister Hakan Fidan and UN diplomat Sigrid Kaag.
