Vucic: Recognition of Kosovo's independence is not an issue for Serbia

Serbian President Aleksandar Vucic challenged again on Tuesday the calls of Western diplomacy to fulfill the obligations from the agreement for the normalization of relations with Kosovo, which imply de facto recognition of its independence.

" For us, the recognition of Kosovo's independence is not an issue and I have repeated this several times and I am not ashamed to say it and repeat it in front of the president of the European Commission ", he said during a joint conference for journalists with the president of the Commission European, Ursula Von der Leyen.

" For Serbia, it is clear what I cannot do against its Constitution, and we have informed all our partners about this not only once but several times. This is the position of Serbia and we know, I repeat, what Serbia has accepted and what we have talked about, debated and approved the conclusions of the Parliament of Serbia and in accordance with this we will behave responsibly and seriously in fulfilling our obligations " , said the Serbian president.

French President Emmanuel Macron, German Chancellor Olaf Scholz and Italian Prime Minister Giorgia Meloni met separately last week with Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic in Brussels, to advance the normalization of relations between Kosovo and Serbia. On Friday, in a joint statement, they requested that Kosovo start the procedure for the establishment of the Association, while Serbia recognizes the de-facto citizenship of Kosovo.

The President of the European Commission, Ursula Von der Leyen, said that it is vital that Serbia and Kosovo commit to normalization.

"In this respect, it is important that Serbia supports the statute of the Association of Municipalities, Kosovo must implement this statute, and in addition, it is essential that Serbia starts implementing the existing agreements and does not waste time on this," she said, underlining that de facto recognition means that Serbia recognizes the documents and institutions of Kosovo.

On October 21, the American and European envoys delivered to the parties a document on the implementation of the agreement, part of which was also, as officials in Brussels said, "a contemporary European proposal for the statute of the Association of Municipalities with a Serbian majority", which is also the most difficult point in the Kosovo-Serbia negotiation process.

Serbian President Aleksandar Vucic said that the proposal offered by Western diplomacy also includes some principles signed eight years ago.

"There are 21 or 22 principles in total that were signed in 2015 by me and Isa Mustafa, a good part of these principles are in the draft statute ", he said, emphasizing that I cannot talk more about other details.

The Prime Minister of Kosovo, Albin Kurti, said that he was ready to sign the proposal for the Association, which provides for the Constitutional Court to give an assessment of the constitutionality, and according to him, it was written with care to the letter and the constitutional structure of the country.

Western diplomacy has called on Kosovo and Serbia to implement the agreements reached for the normalization of relations as soon as possible, which would also enable the expansion of the situation between the two countries.

But the process of implementing the agreement may be challenged by the new parliamentary elections in Serbia that are expected to be held on December 17 of this year. On Monday, the Serbian government formally asked President Vucic to dissolve the parliament and announce new elections./ VOA
