Sokol Meqemeja, a shady figure in Albanian business, has been officially declared wanted by the State Police after the discovery of the construction of an illegal gas plant on public property in Delvina.
But this is not just a construction violation, it is the beginning of the dismantling of an entire enrichment mechanism, which is built on dubious concessions, non-competitive contracts, offshore structures, and secret connections with powerful people and the underworld.
Sources from the investigation confirm that, in addition to the accusation of illegal construction, Meqemeja is also being investigated for using some of his companies to launder money in favor of a criminal group in the Elbasan region. Part of the high fictitious turnover is suspected of being used to introduce drug and illegal trafficking funds into the economy, through the purchase of real estate and the use of companies as a cover.
Sokol Meqemeja started in the food industry. In 1999, he founded “Frigo Food” sh.pk, a company that in a few years became one of the largest importers of meat and by-products in Albania. He secured the exclusivity for “Wudy” sausages, built a strong sales network and created a considerable capital, which would serve as a springboard for his expansion into other sectors.
In September 2022, when the AKU confirmed the presence of Listeria bacteria in several batches of "Wudy", Meqemeja reacted with arrogance: he consumed the salami in front of the cameras, using a theatrical and defiant style that characterizes him in crisis management. A man who knows no bounds when it comes to public image and challenging institutions.
Hydropower plants: Meqemeja gold factory on the rivers of Albania
Sokol Meqemeja has built his real fortune on the country's rivers. More precisely, over twelve hydroelectric power plants acquired under two BOT (Build-Operate-Transfer) concession contracts, granted by the Albanian government for a period of 35 years. These are among the largest and most favorable concessions ever granted to a single entrepreneur in the energy sector.
First concession: Mati HPPs – “Energy Partners AL”
The company “ENERGY PARTNERS AL” sh.pk, established in 2009, is the foundation of Meqemeja’s control over 5 hydropower plants in the Mati district: Zall-Gjoçaj, Rukaj, Urake, Gure, and Reç. The initial value of the declared investment was 1.46 billion lek, but according to the latest data, the real investment is much lower.
Sipas QKB-së, 70% e aksioneve të kësaj kompanie i përkasin “Frigo Food” sh.p.k., pra vetë Meqemejës, ndërsa pjesa tjetër zotërohet nga partnerë formalë. Në praktikë, ai ka kontroll absolut. Kontrata është e strukturuar me termat më të favorshëm të mundshëm: fitimi mbetet 100% te kompania për 35 vjet, ndërkohë që shteti nuk ka asnjë përfitim direkt përveç një takse minimale qiraje.
Për më tepër, kontrata përfshin jo vetëm ndërtimin e hidrocentraleve, por edhe të drejtën e ekskluzive për përdorimin e ujit, shfrytëzimin e infrastrukturës ndihmëse dhe aksesin në rrjetin e shpërndarjes. Me fjalë të tjera: shteti i ka dorëzuar Meqemejës një pjesë të territorit energjetik të vendit në mënyrë të pakthyeshme për dekada.
Koncesioni i dytë: HEC-et e Librazhdit – “HEC-i Dragostunjë”
Pak ditë pas marrëveshjes së parë, Meqemeja përfitoi një tjetër super-kontratë për ndërtimin dhe operimin e 7 hidrocentraleve në rrethin e Librazhdit: Dragostunjë, Guri i Zi, Studençan, Bushtricë, Rinas, Koshorisht dhe Klenjë. Këtë herë përmes kompanisë “HEC-i Dragostunjë” sh.p.k., e cila është nën kontrollin e drejtpërdrejtë të “Energy Development Group” (EDG), një tjetër kompani e Meqemejës.
Investimi i deklaruar ishte mbi 424 milionë lekë, por sërish ka prova që pjesa më e madhe e këtyre fondeve është mbuluar përmes kredi të buta, garanci shtetërore dhe kontrata ndihmëse me OSHEE dhe KESH.
Nga shitja e energjisë te manipulimi i TVSH-së
HEC-et e Meqemejës prodhojnë miliona kilovat energji në vit dhe janë të lidhura në rrjetin e shpërndarjes publike. Ai përfiton jo vetëm nga shitja direkte e energjisë, por edhe nga kompensimi i mungesës së prodhimit për shkak të kushteve klimatike (e ashtuquajtura "balancim i energjisë"), duke marrë pagesa nga OST dhe KESH për energji që nuk e prodhon fare.
Sipas të dhënave të padeklaruara publikisht, disa prej kompanive të tij kanë përfituar miliona euro nëpërmjet:
rritjes artificiale të shpenzimeve operative për të ulur bazën tatimore;
shitjes së energjisë përmes kompanive të lidhura si ndërmjetëse;
përfitimit të kthimit të TVSH-së nëpërmjet faturimeve të fryra.
Për më tepër, kontratat koncesionare i japin të drejtë për përjashtime fiskale, përfshirë TVSH-në për importin e makinerive dhe pajisjeve, një tjetër skemë që është përdorur nga shumë kompani për të futur pajisje ndërtimi ose mallra të tjera pa taksa, dhe më pas për t’i përdorur në sektorë të tjerë.
Struktura e Meqemejës nuk është thjesht e shtrirë, është e dizajnuar për të qenë e paaksesueshme. Përmes një zinxhiri të komplikuar kompanish, ai kontrollon energjinë, ndërtimin, tregtinë dhe pasuritë e paluajtshme.
Në sektorin e gazit natyror, kontrolli i vendburimeve në Frakull, Povelçë dhe Delvinë është ndërtuar përmes:
“EDG Natural Gas” → “EDG Future Gas” → “Delvina Holding Ltd” → “Delvina Gas Company Ltd” (e regjistruar në Ishujt e Virgjër Britanikë, BVI).
On paper, foreign administrators hold the ultimate company; in reality, Sokol Meqemeja appears as the ultimate beneficial owner. This is the classic use of secret jurisdictions to hide assets and avoid fiscal responsibility.
Tender without competition: Albpetrol scandal and oil well usurpation
In July 2025, the Meqemeja company “EDG Service” won the 32.4 million lek tender from Albpetrol for the repair of the CA-58 well in Cakran-Mollaj. It was the only bidder. This tender is no coincidence. It is part of a broader scheme to take control of strategic assets with public money, through procedures that camouflage real privatization.
Here we have a clear conflict of interest; Albpetrol is both the contracting authority and Meqemeja's business partner in the division of gas production. This scheme constitutes a flagrant case of the capture of a state company for private interests.
Delvina and illegal construction: The action that blew the cover
In July 2025, during an operation by the IKMT and the State Police in Delvina, the illegal construction of an energy plant by “Delvina Gas Company Ltd” was discovered. The plant was built on public property of the Albanian state, without a construction permit, without environmental approvals and in violation of any standards.
Two engineers of the project were arrested, while Sokol Meqemeja and a local administrator were declared wanted. This is the first time that a part of his empire has been forcefully struck by state structures. But it is only the beginning.
Sokol Meqemeja is involved in at least two active files of the Special Prosecution Office (SPAK), among which the investigation into a suspected corrupt transaction related to the incinerators issue stands out. According to the official file, Meqemeja is suspected of having brokered an amount of 140,000 euros through the company “Frigo Food” sh.pk, which was then used for the purchase of a luxury apartment by the former Minister of Finance. The transaction was apparently carried out as a loan granted to a third party, but SPAK considers it as a disguised reward, related to favors given in public contracts
Under scrutiny are construction companies, apartment purchases, and inflated operating expenses that are not justified by real activity.
