
For connoisseurs of political developments, the EU's hesitancy to remove punitive measures against Kosovo is currently incomprehensible, since it has undertaken the actions requested by the EU itself. Gazmir Rraci, political analyst, told DW that "Kosovo said yes to Bratislava's proposal to expand the situation in the north and in real time again fulfilled the obligations arising from the 4-point plan". "I don't understand the hesitation of the mediators to remove those unilateral measures imposed on Kosovo, even though when they were imposed it was said that the moment the proposal is accepted, they can be removed. Kosovo is a serious partner of the West and that there is no other alliance except the Euro-Atlantic one. There is no second alternative and it does not bargain with other destructive powers in the world as Serbia is doing.
According to Rrac, the letter of the American and European congressmen and parliamentarians that was sent to Josep Borrell and the American Secretary of State Antony Blinken, "also talks about this type of inappropriate treatment by the EU towards Kosovo in relation to Serbia. "It is time for Germany and France, together with the USA, to play an active role in the full and unconditional implementation of the Franco-German plan and the Ohrid annex", says Rraci.
Burjani: The EU should have partially lifted the measures against Kosovo
Another connoisseur of political developments, Blerim Burjani, told DW that Kosovo has taken the first steps towards expanding the situation in the north, but they do not seem sufficient to the EU. "This is not enough without the announcement of elections for the four northern municipalities, and to give up the government's policy which is not clear and, as it is being perceived, not honest with international partners. Kurti's policy is being perceived by some EU states as a loss of trust, this is the main problem that the EU is reluctant to remove the administrative, financial, economic and investment measures towards Kosovo. The EU should have at least partially removed the measures taken against Kosovo", says analyst Burjani.
According to him, the reaction of the EU should be proportionate in removing the measures, as well as the behavior of the Kosovo government and the improvement of its mistakes in relation to the EU. "This Government must be extremely careful with decisions or political language that sounds inadequate and not proportional to EU policy. Now correcting political behavior is more difficult to restore trust before the situation created in the north. The letter of some MPs and officials of Western countries can influence the softening and even the removal of these measures against Kosovo. Any policy and decision not proportional to the policy of the EU and the US may result negatively for the parties. So, even Serbia will no longer be pampered by the West", says analyst Burjani.
"Even Serbia can be subjected to sanctioning measures if it does not show sincerity and an active role in the expansion of the situation in the north, so it should encourage the Kosovar Serbs to participate in the elections in the north", says Burjani.
The early elections in the four municipalities in the north of Kosovo inhabited by Serbian majority, in Leposaviq, Zubin Potok, Zveçan, and Mitrovica in the north, are being persistently demanded by the international community as one of the main conditions for the extension of the situation in the north. As long as this does not happen, it seems that the European Union will maintain the punitive measures against Kosovo that include: the temporary suspension of the work of the troops created on the basis of the Stabilization and Association Agreement, the non-invitation of Kosovo to high-level meetings and the suspension of bilateral visits . According to the government in Pristina, it is a matter of days when the legal basis will be completed in terms of deadlines and procedures related to the announcement of early elections in the four municipalities in the north of Kosovo./DW
