With VKM no. 489, dated 19.9.2000, Ilir Meta has signed the sale of 88% ownership of the state enterprise "Profarma", given to the company "ALDOCH" of Tomë Doshi without competition and without public notice.
In the auction dated 21.08.2000, the value of 88% of the ownership of "Profarma" was estimated at 5 billion and 344 million ALL, but it was sold to the company "ALDOCH" of Tomë Doshi with the value of 2 billion and 636 million ALL, or as much as 48 % of the real state cost, when it is known that the sale prices are raised in the auction in favor of the state and not lowered in favor of the private sector.
But Ilir Meta's bargain with Tomë Doshi was that he bought it for 2.6 billion lek less, or as much as 48% of the auction price, which is confirmed by the official document of the real value, the purchase price and the payment, which is said to be made.
But in the Ministry of Economy and Finance, in the "Privatization of Profarma" file, there is no cash or bank payment from Tomë Doshi, although in the declarations of the CKB, it is said that on October 9, 2000, Tomë cashed in Account no. 4302 of the Privatization Agency, 2 billion and 636 million old ALL of the full value of the purchase of "Profarma".
Yes, on 19.9.2000, with VKM no. 489, former Prime Minister Ilir Meta has signed the sale of 90% ownership of the state enterprise "Fabrika e Qumështi AJKA" in Tirana, in favor of the company "ALDOCH" of Tomë Doshi without competition and without public notice.
Fabrikën e qumështit me 90% pronësi shteti dhe vlerë 4 miliardë e 880 milionë lekë të vjetra, Ilir Meta ia shiti Tomë Doshit me 1.1 miliardë lekë të vjetra, ose sa 22% e vlerës saj zyrtare, të përcaktuar nga komisioni i vlerësimit, gjë e cila vërtetohet nga Kontrata Nr. 3561/1465, datë 17.11.2000, por as për këtë nuk ka dokument pagese arke apo bankare nga Tomë Doshi.
Për të mundësuar blerjen ndërmarrjes “Profarma” dhe të Fabrikës së qumështit “Ajka” në Tiranë nga Tomë Doshi e me çmime 48% dhe 22% të vlerave reale të tyre, ish-kryeministri Ilir Meta ndryshoi 3 herë formulën dhe procedurën e privatizimit me VKM nr. 122, datë 18.3.2000, me VKM nr.179, datë 13.4.2000 dhe me VKM nr.456, datë 17.8.2000.
