Without internal audits and with ignored reports, public television has lost its broadcasting rights, is mired in debt and cannot even pay its salaries, while SPAK still does not move...
Albanian Radio Television turns out to be one of the "black holes" of corruption with public funds, wasting the funding it receives from the state, the income from the television set tax, as well as the contracts and fees paid by private and public entities.
Parliament has never asked the Ministry of Finance to audit the use of funds at RTSH. Nor has the ministry itself conducted annual audits, although the law requires it. Even the reports of the Supreme Audit Office that revealed abuses during the years 2010–2024 have been ignored.
Director Eni Vasili, appointed six months ago, is not responsible for the dire financial situation of RTSH, which is currently struggling to the point of being unable to pay the salaries of journalists and employees. After taking office, she asked the government for an emergency supplement of 2 million euros, declared the inability to pay external and internal contracts, and requested an audit of RTSH funds, as she has found major financial abuses.
Although a month has passed since her statement and the accusations of corruption, the Ministry of Finance has not initiated an audit. SPAK has also not called Director Vasili to testify about the abusive facts she discovered in the financial files, nor has it received the documentation to begin the investigation.
During the years 2023–2025, several complaints were filed with SPAK by media, journalists, and RTSH officials regarding corruption, triple salaries for executives, payments to persons not in Albania, fictitious programs and allowances, etc.
In reality, Eni Vasili is not responsible for the financial mess inherited at RTSH. But, due to her duties, she should be questioned by SPAK and documents should be requested to clarify where the 28 million euros that RTSH receives each year have gone, while the institution is mired in debt and does not even pay its basic obligations.
RTSH receives every year:
-6.7 million euros in state funding;
-15 million euros in revenue from the television tax;
-2.4 million euros from the satellite service for the diaspora;
-3.9 million euros in revenue from advertising, announcements, symphony orchestras and antenna monopoly service fees for private media and state institutions.
In total, about 28 million euros per year. But what was this money spent on, when RTSH has not paid its obligations to “Eurovision” for the years 2024–2025, has millions of euros in internal and external debts and has lost broadcasting rights?
RTSH's expenditure files are located in the office of the Director General, in the Finance Directorate, in the Board of Administration and in the Supervisory Council. SPAK has the obligation and legal power to summon Director Vasili and obtain evidence of the thefts./ Pamphlet
