Angel Agaçi left the prime minister's office due to problems with SPAK, but he left his "ogi" Herald Jonuzaj there, whom he used as a dummy to sign the draft laws and decisions of Edi Rama, regarding the affairs with PPPs and property theft.

As an acquaintance and "spiritual" connection to Çngjëll Agaçi and a frequenter of his group's venues during the years 2005-2010 in Italy, Herald Jonuzaj was supported by Agaçi and his friends in the DP to begin his official career in Albania.

Initially, in the years 2005-2007, Heralad Jonuzaj completed a 2-year course at the Military Academy in Modena, Italy, where he was awarded the rank of "Second Lieutenant", while in the years 2007-2010, he completed the Carabinieri School in Rome, and received the rank of "Lieutenant".

From December 2010 to March 2011, he was employed at the "Skënderbej" Military Academy, from where he was dismissed because he did not submit the documents certifying his diploma as a carabinier.

But immediately after leaving there in March 2011 and until July 2017, Herald Jonuzaj was employed as a lawyer in the International Agreements Sector of the Legal Directorate and the Legal Support Sector at the Ministry of Defense.

During the investigations into Gërdec, the "Partizani" Club, and the affairs of the DP and SP governments with military properties, his name has emerged as a forger of documents.

Herald Jonuzaj is so contradictory with his employment and education that in his CV, he states that during the period August 2015-December 2017, he was at the State Attorney's Office; while also stating that he was also a lawyer at the Ministry of Defense.

In February 2018, his "angel", Angel Agaçi, took him to the Cabinet of the Secretary General of the Prime Minister's Office, with the task of coordinating the management of legal acts.

In July 2019, Çngjëll Agaçi appointed him Head of the Regulatory Acts Unit of the Council of Ministers, where he held the position until March 2023, and within 24 hours, he appointed him Director of the Department of Regulatory Acts of the Council of Ministers, where he still remains.

Harald Jonuzaj, a self-proclaimed "constitutionalist-pupil of the foot" of Đengjëll Agaç, drafts draft laws, proposals of the prime minister and ministers, draft decisions, normative acts and economic agreements in advance, in terms of constitutional compatibility.

Until a few days ago, these were passed on to Çengjëll Agaç for approval, but in fact, each document was drafted by Agaç, while Herlad Jonuzaj, as Director of Regulatory Acts, formally signed them.

Mismatch of years of schooling in Italy, diplomas not recognized

In the Prime Minister's Office, Herlad Jonuzaj is 1 of 5 directors who does not have their education documents in Italy on file, because the Ministry of Education does not recognize them, as the years of completion do not match.

And rightly so, because he declares that, in the years 2005-2007, he graduated from the Military Academy in Modena with the rank of "Second Lieutenant"; while in the years 2007-2010, he declares that he graduated from the Higher School of the Carabinieri in Rome and received the rank of "Lieutenant".

But in parallel with his military education, Herald Jonuzaj states that in the years 2005-2008, he completed his studies in Legal Sciences at the University of Modena and Reggio Emilia; while in the years 2008-2010, he also completed his Master's studies at the University of Rome.

With favoritism from Çegjëll Agaçi, his "ogi" Herald Jonuzaj, has not even included in the file the self-declaration form with personal data, regarding the places where he has lived, education, jobs and whether he has been arrested, criminally prosecuted or convicted in Albania and abroad.
