The first: it was Ilir Beqaj who signed the opening of the procedure for PPP on Sterilization. He was the one who signed the scoring system that ranked first the merger of the companies of Ilir Rrapaj and Umberto Stacchini. It was Ilir Beqaj who signed the contract with the administrator of the company Admir Daca.
Why?

Ilir Beqaj në bashkëpunim me e Klodian Rrepajn e kishin marrë vendimin, kishin zgjedhur edhe fituesin edhe pse për këtë fitues studimi i fizibilitetit ishte me të dhëna të rreme, eksperienca e tij ishte zero, kompania ishte krijuar vetëm një muaj përpara kontratës dhe ashiqare, kriteret e vendosura nga ministria e Beqajt ishin hartuar në mënyrë të tillë që ti përshtateshin gjendjes reale të kompanisë.
Pastaj, pse nuk ndërhyri ky ministër, kaq i apasionuar për të zgjidhur hallet e shëndetësisë që të zgjidhur konfliktin e interesit mes zv. Ministrit të vet, Rrjepajt si kryetar i komisionit të koncesionit dhe Rrapajt si përfitues i tij?
E dyta: me lot ndër sy, Ilir Beqaj pretendon se udhëtimet e tij me Ilir Rrapajn, Umberto Stacchinin dhe Admir Dacën kanë qenë normale.
"Të udhëtosh Tiranë-Romë apo Romë-Tiranë është gjëja më normale nëse do të udhëtosh nga Tirana në Evropë", shkruan Beqaj. "Mund të qëllojë që në ato fluturime të jenë miq, shokë, bashkëpunëtorë etj. Vetëm pse je ne ato fluturime, kjo nuk besoj se është indicie për fajësi".
Mos more! Kaq kishe për të thënë z. Beqaj? Dosja e SPAK flet ndryshe. Ca si shumë rastësi oraresh dhe destinacionesh ke me këta zotërinjtë... Pastaj ç'mund të na thuash për lënien në përdorim të makinës së ministrit kur udhëtonte Rrapaj dhe Klodian Rrjepaj?
