In the case of Arben Ahmetaj, the arrest took place without him having any connection with the incinerators, no firm, no commitment in the whole affair. But only suspicions that he received money from the owners of the incinerators.
SPAK's action for the sterilization tender seems to be profound. Almost the entire chain of officials who prepared the contract that burdens Albanian citizens, since 2014, has been arrested.
It is about the prices paid for the washing of medical devices, which in every reference are very high, and beyond any standard.
This is an investigation that came as a result of an early denunciation of the DP, but also of the Thurje initiative. Today, from this tender, the first shackles have creaked, which started from below.
What has brought surprise to the public is that the man who started, defended, and also organized the series of PPPs in Shëndetesi, Ilir Beqaj, has not been arrested.
They even say that he has not been in Albania for a long time, he lives in one of the neighboring countries. To camouflage the investigators, he occasionally posts on social networks, but in reality he has not been in Albania for a long time.
SPAK, meanwhile, has not only started the investigation for the sterilization tender, but also for several other PPPs in health; such as dialysis, or even laboratories. There are hundreds of millions of euros that are paid every day from the budget to dubious private operators, like this sterilization one, which neither has records in medical investments, nor does it have sufficient capital to perform the operations that the contracts foresee.
In the case of Arben Ahmetaj, the arrest took place without him having any connection with the incinerators, no firm, no commitment in the whole affair. But only suspicions that he received money from the owners of the incinerators. Suspicions that the accused has vigorously contested, even with arguments presented in court, but which have not been taken into account.
If we start with this precedent, today the first person who should be behind bars is precisely the former minister who "cut the ribbon" of the PPP monster. Where budget money has ended up in dubious pockets, for services that if they were developed by competition and not requested, their cost would be much lower.
Ilir Beqja, former Minister of Health, about a month ago was called to SPAK and was asked by prosecutor Edvin Kondilli about the granting of the sterilization concession. Beqaj was held for more than 8 hours in the Special Prosecutor's Office, while he was summoned as a person who has knowledge of the circumstances of the investigation, and not as a defendant. The former Deputy Minister of Health, Klodian Rrjepaj, and members of the commission that evaluated the tender procedures were asked about the same investigation 3 times in a row.
The investigation into the sterilization concession started in 2020, and it was the first lawsuit that was filed in SPAK, right after the establishment of the Special Prosecutor's Office. / Pamphlet
