Giorgia Meloni's Italy is increasingly involved in a vicious circle of agreements with an Albania governed by organized crime and clientelistic ties.
Albania is no longer just a neighboring country waiting to join the European Union. Under the government of Edi Rama, it has become a convenient platform for shady economic operations, dubious political deals and the absorption of shady foreign interests. In the name of strategic cooperation, an alliance is being built that benefits organized crime more than honest citizens. The agreement to set up migrant camps is just the tip of the iceberg, it hides an entire clientelistic system that is slipping under the radar of the Italian and European public.
In this dark panorama, a single institution is showing how crime is really fought: the Guardia di Finanza of Italy. With precise and documented strikes, with actions that go to the heart of international trafficking, the Guardia di Finanza is mercilessly hitting Edi Rama's 'comrades' and is showing Giorgia Meloni his true face; what neither embassies nor soft diplomatic reports show him. Where SPAK and Albanian justice avoid, the Italians act. The Anti-Mafia in Italy is showing Giorgia Meloni with facts who he has made agreements with and to whom he is giving the trust and funds of the Italian state.
Edi Rama has many problematic 'friends' and we would not be able to mention them all, but today we will focus on some of them; who may also be of interest to our international partners.
Suel Çela: One of the darkest figures linking Albanian politics to international crime is Suel Çela. He represents the main node in Edi Rama's connection with gangs in the Elbasan region.
Although wanted by SPAK, he has continued to operate behind the scenes, protected by strong political connections. But while Albanian justice avoids dangerous names, the Guardia di Finanza in Italy has acted mercilessly.
In the most recent operation, Italian authorities seized over 4 million euros in assets directly linked to Suel Çela. The investigations reveal a vast trafficking network from Latin America to Europe, where Albania was used as a corridor for cocaine shipments.
Suel Çela, for years, has been a voting machine for Edi Rama's Socialist Party, directly influencing the electoral results in the Elbasan district.

Një emër i lidhur me trafik ndërkombëtar, pastrim parash dhe kapje të strukturave shtetërore. Pikërisht pronari i Trattoria “Meloni”, si shenjë nderimi për vetë Giorgian.
"A është e kënaqur Giorgia Meloni që emri i saj përdoret nga një sipërmarrës i akuzuar për trafik droge, mashtrim me fonde dhe vjedhje, që hap restorante me emrin e saj në Shqipëri?"
Një ngjarje që tërhoqi vëmendjen e zyrtarëve italian ndodhi në tetor 2022. Anija e Gjergj Lucës, “Open Balkan”, u ndalua në portin e Palermos nga autoritetet italiane. Nuk ishte duke transportuar peshk. Kishte ndjekur një rrugë që përkonte me itinerarët e rrjeteve të trafikantëve të migrantëve. E gjitha kjo ndodhi në kulmin e krizës së zbarkimeve, kur qeveria Meloni po ndalonte anijet humanitare në det.

Luca ka fituar kontrata qeveritare për furnizimin e kampeve të refugjatëve, një tjetër rast ku interesat private përzihen me politikat e migrantëve që mbështeten nga Italia. Dhe ndërkohë që SPAK hesht, Luca merr tenderë, blen (ose godet) mediat dhe vazhdon të mbajë lidhje të ngushta me kryeministrin Edi Rama.
Qemal Beu - Ortak i Lucës, 'shok' i Edi Ramës
Qemal Beu është një emër i njohur në Durrës, i cili për vite ka mbajtur postin e kreut të Organizatës së Menaxhimit të Peshkimit. Ai është përfshirë në një sërë raportimesh dhe denoncimesh për abuzime me fondet publike dhe kontrata me kompani fantazmë.
I rëndësishëm është roli i tij i dyshuar në skema të pastrimit të parave dhe trafikut detar, ku shfaqet si ortak në letra dhe bashkëpunëtor në prapaskenë i biznesmenit Gjergj Luca.
Sipas një informacioni të siguruar nga shërbimet e huaja partnere, Pamfleti mësoi se më datë 26.06.25, në Portin e Durrësit është zhvilluar një operacion i sinjalizuar nga Guardia di Finanza, me fokus hetimin e aktiviteteve kriminale në Portin e Durrësit.
Në këtë hetim janë përfshirë Qemal Beu dhe grupi i tij, por operacioni është dekonspiruar, duke u dhënë kohë individëve të dyshuar të fshijnë gjurmët dhe të shmangin kapjen flagrante. Kjo goditje sabotohet nga rrjedhjet e brendshme në strukturat shqiptare, që mbrojnë njerëzit e pushtetit.
Qemal Beu is also a close friend of Edi Rama, at least that's what he brags about at every table, showing videos, messages and photos that show his closeness to the prime minister. This political connection partly explains the shield he has enjoyed over the years and perhaps also the reason why the investigations launched have often faded or been diverted. This person is also the subject of investigation by Italian law enforcement agencies.
In this context, we must raise our voice for the role of the Guardia di Finanza, which is one of the only structures that is really cracking down on Albanian organized crime, at a time when SPAK only reacts when there is no way to avoid it.
While Italian law enforcement agencies investigate Edi Rama's associates, Meloni maintains the agreement with the same individuals who are representing Albania in this so-called "strategic" pact. Instead of protecting Italy from criminal networks that enter through politics, it is legitimizing them. While Italian forces uncover the crime, the Italian government sponsors it. In this contradiction, the question is: is Meloni deceived by Rama, or is she a co-author of the game? /Pamphlet
