At this stage, neither Kosovo nor Serbia can dictate to the USA, nor condition it with the formula, "either with us, or with them"...
A few days ago, Mr. Escobar was in the region. His message sounded harsh towards Kosovo, more precisely towards its Prime Minister, however for those who have ears, his message is clear, powerful and completely favorable for Kosovo, for Serbia and for the region.
Kosovo, despite the comments, will accept the basic principles laid down by Mr. Escobar, although it is not at all certain whether Serbia will recognize those principles and whether it will agree to be a strategic partner of the USA, taking into account the conditions of the USA.
Are these principles declared by Mr. Escobar in the best interest of Kosovo and Serbia? Can it be a statement in the interest of Kosovo and Serbia, simultaneously?
Is it another one of those colorless statements that say nothing?
Or is it the "expanded cake", in the form of "united Europe" that they are offering us?
Will Serbian politics bite him?
Meanwhile, Escobar came, met, spoke with the officials and left. With the severity of the statements, especially the preceding ones, it resembled a hurricane that will break any resistance. After his departure, there was a rotation of American politics around the axis called "victim".
Who is the victim, in this middle, in this oblique relationship, Kosovo-Serbia, the family members of the victims of the last war in Kosovo rightly ask, but also the politics which does not know how to go beyond identification with the war.
It seems that it is not about these victims.
Regarding the war and its victims, American politics never had dilemmas.
All the civilians killed in Kosovo were victims who are looking for a grave, a name on the grave and a name responsible for their murder. The Serbian side also declared victims, especially after the war. It is not about these victims. There, American policy remains steadfast, just as it remains steadfast in recognizing the independence and territorial integrity of Kosovo.
But what is it about then?
Kosovo Serbs are currently declaring themselves victims of the Kosovo state. The last was the international complaint and reaction about the dinar. The state of Serbia, lobbying for the rights of the Serbs, is trying to "translate" them as the rights of Serbia over Kosovo, in certain segments. While no one from the international community questions the right of the state of Kosovo to remove the dinar from circulation, most have expressed understanding for a transitional period of several months.
Mr. Escobar also did this. Some commented on this as support for Serbia, some as an attack on Kurt, but in fact, after the hurricane passed, the idea that was left behind can be clearly seen.
Western democracies, despite the constant obstructions of the UNSC, helped the people of Kosovo to liberate themselves, build institutions and issue democratic laws, thus enabling a future based on the will of its citizens. As soon as it declared independence, the vast majority of Western democracies recognized it. This recognition and support remains steadfast even today despite all the turbulence.
So, how can the message of the Assistant Deputy Secretary of the USA be favorable for Kosovo and Serbia at the same time, we will have to go back to the beginning, to the question and the dilemma that is eating us alive?
What partnership and what partners is Mr. Escobar?
While in the war for peace and liberation, there were two clear, confronted sides, where to stop the war the Serbian war machine had to be broken, it was clear who are the victims and who are the criminals, while building peace requires a different approach, and in this mission you cannot automatically be a partner just starting from the past. That's what the message says, at least. The effort of the US and the West is to overcome the division between us and them, to overcome the line of confrontation and turn it into a line of regional cooperation. Serbia is also needed for this.
The offer that the USA made to Serbia for strategic partnership, conditional with Kosovo, in fact, shows the step taken and the choice that official Serbia will make.
Now, at this stage, neither Kosovo nor Serbia can dictate to the USA, nor condition it with the formula, "me, us or them". For peace in the region, cooperation of Serbia and its partnership with the West is necessary. The main problem in this area is the powerful influence of Russia in Serbia and its elites. The attempt of the Serbian president Vučić, to take the role of Tito between the West and the East, may be acceptable to the Serbian citizens, with the idea of a logical conclusion of Serbia in the Euro-Atlantic family, considering its complete encirclement by the countries of EU and NATO.
The problem of the USA and the West with Serbia is simple: with whom? Serbian elites have eastern interests. The citizens, at least the urban part, have Western culture, while organized forces such as the Orthodox Church and the military (and security) elite are under Eastern control.
In this constellation, Serbian President Vučić, to the horror of his public, continuously does somersaults. Ready at any press conference. Ready for any meeting in Brussels. It keeps the tension at its peak. He scares Serbia with Kurt. Perfect distraction from real dangers. Escobar is helping the Serbian people against Kurt. Kurti will fall, Vucic 'predicts' before any agreement.
So salto mortale, in daily doses, with Eastern politics. This will continue until the end of the war in Ukraine. Will it fall? Will it work? The Serbian president has received attention and is still keeping it. Let's hope away from the trenches of war. The West is also hoping for this!/ Pamphlet
