Electricity prices drop significantly in foreign markets, but the Rama

Electricity prices in international markets have marked a significant decrease in the 8th month of this year, in relation to the same period last year. According to data from the Hungarian Stock Exchange, in the period January - August the average price reached about 112 euros/mWh, a significantly lower value than last year, where for the first period the average price was calculated at 273 euros/mWh.

The drop in prices is reflected in positive impacts for the Albanian Electricity Corporation in case of energy imports, spending little money on energy security. But, on the other hand, in the conditions where this price has marked a significant drop, it remains unclear whether the extraordinary tax set for large energy producers will continue to be collected. This is because, according to the legal provisions, the application of this tax will be made only if in the relevant year the average selling price of energy on the Hungarian stock market is over 180 Euro/mWh.

In fact, the government itself has admitted that during the year 2023 there are about 4 billion ALL collected from this tax, although official data show that the price on the Hungarian stock exchange was below 180 Euro/mWh. The law, which provides for the additional taxation of the income realized from the sale of energy in the liberalized market, was approved in the Senate on December 22, 2022, while its effects will extend over a 2-year period, more specifically until the year 2024. The government has called the mandatory solidarity contribution tax, as its measure is calculated on the additional income generated by the free market sale of electricity produced at a price higher than 8.5 ALL/kWh, SCAN TV reports.

A month ago, the government returned to plans for the installation of energy bands, predicting increases for a category of subscribers within this year. This is defined in the Document of Priority Policies 2024-2026, where, among other things, it is specified that in the 2023 budget, the support of the energy sector with 12 billion ALL is foreseen, while maintaining unchanged the price for family consumers within a certain period, in accordance with the conditions and the financial condition of the manufacturing companies.

The document does not provide further specifications on the bandage that will be placed and what is the level of consumption, where its application will start with increased prices.

Tariffs with bandages and the high cost of energy for many families were argued last year with the energy crisis and the high costs for purchasing energy, but the year 2023 has been very favorable in this regard, given that the production from the Cascade of Drin has been able to meet the needs consumers, while the public generator KESH sold energy until the end of June, providing income. Imports started in July, as the prices at which energy was provided were significantly lower than in years, approaching the pre-crisis level.
