The draft budget for the year 2025 with a value of around 8.2 billion euros received the green light from the Parliamentary Committees to go to the Parliament for a vote. The Committee responsible for Economy and Finance finally approved the 2025 Budget, with the additions requested by the institutions as well as the redistribution of money between them.
There are more than 2.5 billion lek more money that were requested by justice institutions such as SPAK, KLGJ, KLP, KPK, Constitutional Court, ILD, School of Magistrates but also the Assembly, SHISH, INSTAT, KLSH, RTSH, Directorate of Government Services, etc. A considerable addition will also go towards the CEC for the 2025 elections.
Rapporteur Antoneta Dhima said: " The following changes are made in the draft budget :
-In the Assembly, expenses are added with 160 million ALL, of which for goods and services with 110 million ALL for the maintenance of electronic systems, the increase in expenses for trips abroad, conferences on international relations, the increase in the allowances of deputies as a result of the increase in salaries, payment of external experts. 50 million ALL for cyber security and purchase of equipment.
- We have a redistribution of the unconditional transfer of waste to Elbasan and Gjirokastër. Reductions are proposed in the municipalities of Cërrik, Peqin, Rrogozhinë, Dropull, Këlcyre, Memaliaj.
-SHISH with operational expenses of 50 million ALL for the institution's activities.
-RTSH will increase by 100 million lek the expenses for the service for Albanians outside the border, artistic activities, symphony orchestra, etc.
-Telegraph Agency's expenses will be increased by 6 million for the archive and institutions.
- Cinematography, one employee and personnel expenses with 1 million lek for the needs of the institution.
- To the archives with 30 million Lek operating expenses, for the personnel.
- KLSH for the 100th anniversary of the establishment of the institution.
-INSTAT added 6 employees in organic with 60 million ALL, personnel and operating expenses. For the development of tourism statistics.
- Magisterial School, 1 employee is added, 6.2 million expenses are added
- KLJ 500 million lek personnel, operational expenses.
-ILD 26.7 million ALL, for logistics and purchase of equipment.
- SPAK 200 million ALL, personnel and capital for the reconstruction of the building.
-Commissioner of Public Procurement, 8.8 million ALL for the maintenance of the complaints system and reconstruction of offices.
-Commission for Protection from Discrimination 1 million ALL, 1 external expert.
- The Commission for the Right to Information 8 million ALL for the digitalization of the transparency program
- the Information Authority for the documents of the former State Security, with 8 million ALL for platform construction.
- To the CEC, 134 million lek are added to capital expenditures for the financing of the indexing system, the storage of footage, the polling station map module, 56 million operating expenses are added for the operation of the institution during the election period, the expenses for the parliamentary elections for the 2025 elections are added. with 500 million ALL.
- Expenses from the Reserve Fund of the Council of Ministers are increased by 500 million ALL.
- 5 employees are added to the GJK, expenses are increased by 12 million from 7 million ALL for personnel and 5 for conferences
- KPK and the Public Commissioner are added 32 employees for a 6-month contract and personnel expenses 48.1 million ALL.
- The Directorate of Government Services subsidizes 100 million ALL reflecting the increase in wages and the reserve fund is increased to 300 million ALL. The source will be revenue growth.”
The listing of the additions which will be voted on in the plenary session, but on the other hand the non-inclusion of any of the amendments proposed by the opposition, brought the opposition of the latter to the Economy Committee.
