IMF ultimatum to the Minister of Finance: stop PPPs, reduce administration,
Minister of Finance and Economy, Mr. Ervin Mete, with the Permanent Regional Representative of the International Monetary Fund (IMF) for the Western Balkans, Mr. Sebastian Sosa.

 

The meeting was not recommendatory like other times, but with harsh notes and tasks that must be done, which the Minister of Finance, as the boss who has the keys to the state budget, must implement by rejecting unfair orders, the million euro adventures of the prime minister...

The financial crisis of the budget and the external and internal debt, which is increasing due to the "pyramidal" and destructive policies of the government with fiscal evasion and spending without product, has forced the International Monetary Fund to meet with the new Minister of Finance, Ervin Mete. to put an end to the nonsense of the Denaj-Ibrahimaj ministers, who directed the Prime Minister's personal scenarios by political order.

In the meeting on October 3 with the head of the IMF for the Western Balkans, Sebastian Sosa; The Minister of Finance, Ervin Mete, was asked to implement the stabilization package of Albania's finances, which the IMF, the World Bank and the European Central Bank have left as a task in January 2020, but which has been ignored by the Albanian government and the two former ministers.

This meeting was not recommendatory like the other times, but with tough notes and tasks that must be done, which the Minister of Finance, as the boss who has the keys to the state budget, must implement even ignoring unjust orders or adventures finance of the prime minister.

The representative of the IMF, seeing the bankruptcy of the Albanian finances, has requested that from now on, the ministry implements the rehabilitative platform in the management of internal revenues, expenses and the efficiency of foreign loans for the designated destination.

As an opportunity for the financial stabilization of the budget, the economy and the obligations of internal public services, the International Monetary Fund gave 3 ultimatums to Minister Ervin Mete:

- Rishikimi, ri-llogaritja dhe ri-përcaktimi i vlerave të PPP-ve aktuale, mbështetur në kostot kontratave ekzistuese, që janë 80-120% më të larta se kostot reale.

- Anulimi i financimit të 7 PPP-ve të reja me vlerë 245 milionë Euro gjatë vitit 2024; dhe bllokimi i rinovimit të 4 PPP-ve ekzistuese e 16 koncesioneve, si dhe mbledhja e të ardhurave me skemën: “Taksa-Tarifa-Pagesë Fitimi në Shtet”, për 93 kontratat “1 Euro” që nuk po taksohen.  

- Pakësimi me 30% në total, punonjësve të administratës qendrore e lokale dhe të kompanive buxhetore shtetërore, që në 7 vitet fundit, janë shtuar mbi limitin numerik të dakortësuar me FMN; si dhe ulja e shpenzimeve administrative, që është 50% më tepër së në vitin 2017.

Will the new minister have the courage to implement these ultimatums by blocking the PPPs, rejecting Edi Rama's million-euro financial adventures, with colossal administrative expenses, tripling of the administration, fiscal amnesties for oligarchs and clientelistic businesses?  

Or like the former ministers Anila Denaj and Delina Ibrahimaj, will he obey Bablok and ignore the recommendations of the IMF, the World Bank, deepening the crisis that has gripped the state budget? / Pamphlet
