Economic report of 2022; of 9 months and the expected forecast for the entire year 2023 that the government submitted to the IMF, has created strong doubts in the central international monetary institution, since the income indicators do not match the financial, tax and market reality in Albania.
First, according to the IMF, it has been established that in the last 3 years, the Albanian Government, in cooperation with the State Bank, is playing a deceptive game with the inflation figure, not implementing the recommendations to reflect the real data of this indicator.
Secondly, through the fictitious figure of the supposed decrease in inflation, hiding the high figure that is actually there, the government realizes and hides the fraud with the increase of pensions, by indexing them on the basis of the low percentage of inflation that it officially declares.
For example, just by indexing pensions by 2-3% per year, when according to the market they should be indexed twice a year by 10-12%, the government does not give pensioners nearly 26 million Euros per year, or 38 Euros per year for each pensioner, which he declares as an alleged increase in income from fiscal management.
Thirdly, the government deceives as if it has increased the basic annual income by 450 million Euros, when in fact this is income from a 35% tax per price/liter on fuel, construction materials and from a 20% VAT tax on food, energy, water, medicines , transport, education, bar-cafe-restaurants and all private services.
By allowing prices to rise, the government increases the value of VAT that it extorts from citizens, who pay it, but do not receive it as a refund, because in the law on this tax, the citizen is called the "end consumer" and does not benefit from the 20% refund.
This profit, or more precisely this theft of nearly 450 million Euros per year, which is done violently to the citizens, through increasing the value of the VAT tax according to the value that the prices increase, the government serves as an increase in income from the alleged economic growth and reduction of evasion in taxes and customs.
But the IMF does not believe this fraud, according to its supervisory reports, and according to the reports of the HLSH for the years 2019-2022, fiscal evasion in customs taxes was 35-40% of the value that the government did not collect from businesses.
While according to KLSH, only in the 9 months of 2023, the figure of fiscal evasion in taxes alone, is 1.2 billion Euro loss for the state coffers, or as much as 25% of the current annual budget of the state.
Fourth, with the increase in the value of circulation in the market, through the increase in prices, the government deceives foreign banks and donors, as if there is economic growth and high consumption in Albania, in order to convince them to take on as much debt as possible. , Eurobond donations./ Pamphlet
