Albania remains with the lowest minimum wage in Europe even in 2023

Despite the successive decisions of the Albanian government to increase the minimum wage, which has currently reached 40 thousand lek per month, the country has continued to have the lowest minimum wage in Europe, when compared according to purchasing power, according to the latest Eurostat update, dated July 20, which does not include data for Kosovo.

In Albania, the minimum wage is 375 euros in July 2023. In Montenegro, the minimum wage is 532 euros, the highest in the region. In Serbia, the minimum wage is 460 euros. North Macedonia has the last update for the second 6 months of 2021, when the level was around 360 euros. Bosnia and Herzegovina does not report a minimum wage, while there is no data for Kosovo.

Measured according to purchasing power (PP), which means income adjusted to the level of prices, the minimum wage in Albania has even less value. Albania has the lowest level in Europe, with 549 PPS, Eurostat reports (see graph, minimum wage, PPS).

You can buy the minimum wage in Albania much less than in the region. Montenegro has this indicator 881 PPS, Serbia 732 PPS and North Macedonia - until the end of the first 6 months of 2021 - had 724 PPS, or about 30% more than Albania currently has.

In the last year the government has been engaged in a feverish regional race to raise wages at regional levels. But as the minimum wage has increased several times in recent months, even the countries of the region have not stood still.

The country continues to have both the minimum wage and the lowest average wage in the region of Europe (excluding Kosovo). Albania and Kosovo had the lowest average salary in the region in 2022, at around 520 euros each (gross).

Serbia is the country that is "winning" in the regional wage competition, which for 2022 was an average of 880 euros, while in December 2022, it jumped close to the level of 1000 gross euros (983 euros), according to data from the Statistical Institute of Serbia.

North Macedonia had an average salary of 832 euros at the end of 2022, Montenegro 930 euros, Bosnia Herzegovina 934 euros.

In contrast, Albania has the highest salaries for top executives. With the latest increase a few weeks ago, the gross monthly salary of the Albanian president of the Republic becomes 7 times higher than the average monthly salary in the country, marking a record in the region.

The second president after Albania, that of North Macedonia, has this difference 4.8 times. In one year, the President will be awarded a record in the region in relation to the per capita income of Albanian citizens, with 5.5 times more than the 3.9 which is the regional average.

Meanwhile, in 2022, the average salary in the country was 41% lower than that of Serbia and Montenegro and almost 30% less than that of North Macedonia.

-Grupi 1, me një pagë minimale kombëtare mbi 1 500 euro në muaj. Në këtë grup bëjnë pjesë: Luksemburgu, Gjermania, Holanda, Belgjika, Irlanda dhe Franca. Pagat e tyre minimale kombëtare varionin nga 1 747 euro në Francë në 2 508 euro në Luksemburg.

-Grupi 2, me një pagë minimale kombëtare më të lartë se 1 000 euro por më e ulët se 1 500 euro në muaj. Në këtë grup bëjnë pjesë: Spanja dhe Sllovenia. Pagat e tyre minimale kombëtare ishin 1 203 euro në Slloveni dhe 1 260 euro në Spanjë.

-Grupi 3, me një pagë minimale kombëtare nën 1000 euro në muaj. Në këtë grup bëjnë pjesë: Qiproja, Greqia, Portugalia, Lituania, Malta, Polonia, Çekia, Estonia, Sllovakia, Kroacia, Hungaria, Letonia, Rumania dhe Bullgaria. Pagat e tyre minimale kombëtare varionin nga 399 euro në Bullgari në 940 euro në Qipro.

Të gjitha vendet kandidate dhe kandidate potenciale me një pagë minimale kombëtare, për të cilat disponohen të dhëna, i përkasin grupit 3, me nivele të pagave minimale që variojnë nga 375 euro në Shqipëri në 532 euro në Mal të Zi.
