
Western businesses are learning how to adapt to volatile electoral politics around the world, writes The Economist.
This year, the heads of Western companies will be busy making countless phone calls to congratulate world politicians. In 2024, elections will be held in about 80 countries of the world, where a total of 4 billion people live.
Some leaders may have already prepared their formal congratulations for Prime Minister Narendra Modi, who is almost certain to win another term as India's prime minister in a voting process that has already begun and is expected to last several weeks.
After the elections to be held in Mexico in June, corporate leaders expect to congratulate Claudia Sheinbaum, the successor of the current Mexican president, Andrés Manuel López Obrador.
Western companies are trying hard to reduce their dependence on China, and have therefore turned to countries like India and Mexico.
But no electoral prospect seems to be entirely satisfactory to them. For example, Prime Minister Modi has made India an easier place to do business than before by simplifying the tax system and investing in infrastructure, but on the other hand, he has raised tariffs on goods such as cars and increased the tax advantage of domestic companies over foreign ones.
Mexico's president, López Obrador, has nationalized the assets of Western firms in various industries, from construction materials to energy, and has failed to adequately crack down on criminal groups in the country.
Indonesia, another market that has been targeted by Western leaders, in February elected a populist leader named Prabowo Subianto, who is not normally expected to be very friendly to foreign businesses.
The bosses don't see much hope in their western countries either. Not many like the idea of Donald Trump winning the November election, who has described himself as "the tariff man", despite claiming he will cut red tape.
Bosses also aren't too sure about President Joe Biden, who has said he might raise corporate taxes and blames greedy businesses for stubborn inflation. In Britain, the Conservatives in power attack companies that seek to preserve trade with the EU.
However, many corporate giants do not think that Labor, which is expected to take power this year, will protect their interests. Nationalist parties hostile to free trade are expected to gain more power in the European Parliament after elections in June.
Such a populist party is expected to win the next national election in Austria.
The long-term trend is clear. The Economist, using data from the Manifesto Project research group, examined attitudes toward free enterprise in political party manifestos in 35 Western countries, spanning from 1975 to 2021, the most recent year available (see chart 1). .
In the resulting analysis, we used a five-year average, where we excluded parties that won less than 5% of the vote.
We found that in the 1990s, ideas such as deregulation, privatization, free trade, and other similar policies that bring joy to businessmen's hearts were praised almost twice as often as they were criticized. Now, politicians are more likely to reject these ideas than to support them.
Any remaining friendship towards business no longer stems from the belief that what is good for business is good for citizens, and therefore, for the prospects of their elected politicians.
Governments are now asking not what they can do for business, but what business can do for them. Big Western corporations are learning to adapt to a world where their success can turn on a government's whim. The outlines of this new rulebook are already taking shape.
The starting point is the accumulation of knowledge. Bosses are turning to specialist advisory firms such as Dentons Global Advisors (DGA), McLarty Associates and Macro Advisory Partners (MAP), which promise they can dissect the various policies at home and abroad.
Large consulting firms such as McKinsey and investment banks such as Lazard and Rothschild & Co offer similar advice. They are staffed by consultants, often former government officials, who help companies understand the political calculations and constraints of various government policies.
In this way, company leaders can learn about which policy changes they should be most concerned about. For example, think about what might happen after the US presidential election.
Corporate bosses can rest assured that hostility toward China will continue regardless of who wins the election in November.
Mr. Biden, wanting not to appear soft on America's economic rival, has become increasingly tough. In April, he called for tariffs on Chinese steel and aluminum to be tripled, from 7.5%, and announced he would launch an investigation into Chinese shipbuilders who have benefited from subsidies.
On April 24, he signed a bill that would ban the TikTok app in America unless the Chinese owner sells the app to other owners who do not have Chinese interests. Although Mr. Trump may seek to decouple the American economy from China's more quickly than Mr. Biden, both will follow the same path.
