To buy a vehicle, apartment, or any other expensive goods and services, Albanians can pay the entire amount in cash, regardless of how high it may be.

But, for the European Commission's mechanism, Moneyval, the lack of a limit for payments "in hand" creates money laundering paths, so there is no need to set a ceiling rate.

Eduart Gjokutaj, accounting expert, said to A2 CNN: "Such a norm, such a ceiling placed on the payments of citizens' transactions in cash, is related to the reasons to fight informality in the economy, evasion in the fiscal system and the orientation of circulation of money towards banking channels".
About 1.63 trillion lek currently circulate in the Albanian economy, of which over 400 billion, or almost 24% of the total, are outside the banking system.

"This is not a measure or proposal that comes only for Albania, but for all countries that have high amounts of money outside the banking system", explains Gjokutaj.

In order to achieve results in the direction of preventing money laundering, experts assess the cooperation of the banking system in the country as very necessary: ​​"Banks should lower the interest rates for the transactions carried out as much as possible, in order to attract as many citizens".
Currently, the Albanian legislation contains the limitation for "cash" payments only for businesses which are fixed at a maximum of 150 thousand ALL.
