SPAK document, deepening investigations into army properties...
All Naval Force bases, except Sazan, are under investigation.
In April 2025, four years have passed since the registration of the investigation of my two criminal reports of March 2021. In the last four years, SPAK has responded to me every year that the investigations are in the "preliminary investigation" phase. SPAK also, in the latest letter signed by prosecutor Manjola Kajana, prosecutor of both investigative cases 108/2021 and 109/1021, states that the preliminary investigation is ongoing and that "Up to this point, a large number of investigative actions have been carried out, and due to the complex nature of the investigation, we estimate that a series of investigative actions still need to be carried out", the same response for both investigations.
SPAK has not answered my question: "Whether there is an exceeding of the procedural deadlines of the investigation, and if so, what is SPAK's argument?"
For these two investigations, many politicians, former ministers, former chiefs of the General Staff of the Armed Forces, commander and former commander of the Naval Force, generals and active and reserve military personnel have been summoned and questioned at SPAK. Today, by court decision, the naval bases of Saranda and Shëngjin with a total area of 70 ha are under "preventive seizure".

For the Saranda naval base, the "preventive seizure" was decided by a decision of four courts, including the Constitutional Court, with the argument that "national security has been violated, relations with NATO have been violated, and the operationality and operational readiness of the Naval Force have been violated."
PM Rama has called these decisions of the four courts "absurd" and "scandalous". The "Marina Limion" contract was referred to SPAK by the former Chief of the General Staff of the Armed Forces, while the occupation of the property in Porto Romano is included in investigations mainly by SPAK.

What do the two investigative files include:
File No. 108/2021:
1) Signing of a contract with the company "Marina Bay Saranda", for a 1 euro lease contract for 20 years for the Saranda naval base by the Ministry of Finance;
2) The conclusion of the concession contract with the company "Marina Limion", at the naval base of Saranda by the Ministry of Infrastructure;
3) Handover of the Saranda naval base to the company "Marina Bay Saranda" by the Naval Force Command;
4) Allowing occupation, unauthorized construction on public property and destruction of cultural and historical monuments on the 5.2 ha property of the Navy from Port MBM to Porto Romano.
File No. 109/2021:
1) Allowing the construction of a 4-story building at the Shëngjin naval base;
2) Attempts in 2016 and 2017 in violation of the law to remove from the Naval Force Action and Deployment Plan 133 ha out of 200 ha in four naval bases, Shëngjin, Cape Palit, Pashaliman and Porto Palermo.
