Poverty is not just an economic issue, it is above all a cultural issue!

The Sultan, on one of his trips to the Balkans, stopped in the areas of the Vilayet of Ioannina. In a meeting with representatives of the Albanians, the Sultan asked to listen to the Albanians' demands.
No one spoke, although his prompters were urging the Albanians to speak. One of them, the oldest, decided to speak - "Your Majesty, you made us happy with your arrival, but especially with the care you showed us. Our area is divided in the middle by a river, which we have to cross from time to time. Our children drown, our women often die of the cold. Put your hand on your heart and build a bridge for us".
Pasha! Immediately begin work on building the bridge for the Albanians, ordered the Sultan.
The bridge was built, but it was guarded by soldiers.
After some time, the Sultan stopped again in Albanian lands. The Albanians were equally shy in meeting him. But one of them took the courage to speak, of course after the Sultan's prompters.
"Your Majesty, we hope you will take some of our days. We should be grateful for the construction of the Bridge, but we have a problem. Every time we cross the Bridge, your soldiers not only control us, but also abuse us."
How? -The Sultan was surprised! Pasha! May all the soldiers who have abused the Albanians be beheaded! - the Sultan shouted.
Nooooo Your Majesty! The Albanian (like the farmer) hurries to explain, his voice trembling. We don't want Your Majesty to be left without an army. Our request is simpler, increase the number of soldiers guarding the Bridge a little, so that when they abuse us, we don't have to wait long in line!
Poverty is an economic issue. Misery is not only an economic issue, it is above all a cultural issue!
