In March 2021, the Albanian government tendered for the first time the construction of the Llogara tunnel with a limited fund of 19 billion ALL or 190 million euros at today's exchange rate. In the tender, 6 offers were presented where the lowest was that of the Albanian company Gjoka Konstruksion with 14 billion ALL or 140 million euros. But the Ministry of Infrastructure canceled the tender with the official reason that none of the offers were suitable.

The tunnel was retendered in July 2021. The government announced the winner of the competition was the merger of two Turkish companies, but this time with a value of 17 billion ALL or 170 million euros. So 30 million euros more than the offer in the first tender that was cancelled. What happened next is pure manual brokering in public affairs.

Capital analyzed the balance sheets of the Llogara tunnel construction company from the start of works in 2021 until the end of last year. The balance sheet numbers are a pure reflection of what happened with the two tenders.

In 2021, the Intekar-ASL ​​company billed 5.85 million euros in revenue from the state budget for the construction of the tunnel. In the same year, its total expenses were 4.7 million euros, while the difference of 1.1 million euros was the profit.

But out of 4.7 million euros of expenses, 99.9 percent were classified under other expenses. These are the subcontracts. So practically, the company only received money from the state and subcontracted the work.

The same situation results in the second year of construction. For 2022, the Intekar-ASL ​​company billed 53 million euros in revenue from the state budget. Its total expenses were 43.5 million euros. The difference of 9.4 million euros was the profit made by the company. Even in this year, out of 43.5 million euros in total expenses, 43 million euros were again in the item of other expenses. So 99 percent subcontracting.

For the third year of operation, the company billed 73 million euros from the state. Its total expenses were 60 million euros and the difference of 13 million euros was the profit. Again, in this balance sheet, the company classified 58.5 million euros or 97.5 percent of the total expenses under the heading of other expenses.

The numbers tell the whole story. In the three years 2021-2023, the tunnel construction company has spent a total of only 2.1 million euros or 1.6 percent of the total revenue billed by the state for the salaries of its workers who are building the work. To understand what this means, just a comparison with another Turkish company, in another large public work in Albania, is enough.

In 2009, the Turkish-American consortium Bechtel-Enka, which built the National Road, spent 53 million euros on salaries for its employees or 16.5 percent of revenue and subcontracted only 39 million euros of work to third parties or about 12 percent. of income. These differences have only one reason. Bechtel-Enka built itself, while Intekar-ASL ​​simply subcontracts. Ironically, the company, which gave the lowest bid in the first canceled tender, was forced to withdraw.

And now the success fee account. In the three years of its operation, the Turkish consortium has recorded 24 million euros in profits. The balance of 2024 is still to be closed. But keeping the reports shows that the total profit of Intekar-Asl in the Llogara tunnel will be around 30 million euros. Exactly how much is the difference between the value at which these two companies won the contract and the lowest bid in the first canceled tender.

So, in short, what happened is this. The Llogara tunnel was built by the company that bid 140 million euros in the first canceled tender. Only with one difference. Albanian citizens paid 170 million euros, after 30 million went as a dividend to Ankara.
