For me, the High Inspectorate of Declaration and Control of Assets and Conflict of Interest would be better if it were closed and replaced by a computer program.
First of all, ILDKPKI has turned into a parasitic institution. It is enough to look at the investigations carried out in recent years by the prosecutor's office to understand that illegal enrichment of officials and conflict of interests is widespread throughout the administration, but no case has been suspected by this body. Even if we were to continue the analysis further, we would have the right to ask two questions: do the cases captured by SPAK show failure or compromise of ILDKPKI?
Secondly, the institution has also failed in terms of the purpose of its creation, which is transparency in the declaration of the wealth of the official. The place on the website where the statements should have been has not been working for 3 years and the data for the statements of 2021 and 2023 are opposed to being made available to journalists and civil society organizations even through the exercise of the right to information.
A year ago, it took me 3 months of requests and complaints to the Office of the Commissioner for the Right to Information to receive an official's statement, while this year a request sent in June for an official's statement did not receive any response. Only after complaining did he give me a scandalous answer that the system is under audit by ACESK and the answer would be made available to me within a reasonable time. One of the two institutions, either ACESK or ILDKPKI, are violating the law and they say so openly without being afraid at all!
But it doesn't end there, after the request for the official's statement, phone calls flooded in from people close to the official asking why I was asking for his statement. Not only does the institution not do the job, not only does it not apply the law for giving the statement, but it deconstructs the information and communicates it to a party that has a conflict of interest. This is done by an institution that must fight the conflict of interest. This is done by an institution that has the competence to investigate on the basis of 'reporting', which may endanger the life or workplace of an employee who reports.
In conclusion, I received the statement after I sent another request in October and was told to physically withdraw it, when the Right to Information Law clearly states that the response is given in the form requested by the requester, either by post or electronically.
Looking at the work balance of ILDKPKI until today, I think that not a single cent should be spent on the salaries of inspectors and its operation, because not only have they not done anything, but they have returned to being idle for half of their time and working for the other half. for personal grudges or political traps.
The most typical example of the institution's failure is the vetting process that purged half of the magistrates due to suspicions stemming from asset declarations, while ILDKPKI had not only done nothing over the years, but also forgot some officials, and found some others dare to investigate after leaving office.
A robot system programmed to keep property declarations online and using algorithms to catch declarations with red flags would be 100 times more efficient than the inspectorate that is today.
And by the way, what about the ILDKPKI inspectors themselves, who checks what belongs to wealth and conflict of interest? Is there any suspected or discovered case that any of them have sinned, or have they all been amber?
