Prime Minister Rama held a press conference today, giving himself the role of a regional leader who proposed to President Macron and Chancellor Sholtz, a draft on how to build the much debated Association of Serbian municipalities in Kosovo. Although Rama refused to specify the terms of this proposal and who are the internationally renowned specialists who drafted the draft, he said that he is doing so since neither Kosovo nor Serbia seriously want this point of the agreement. based on the Franco-German plan.
However, the position of the prime minister, who undertook this initiative without consulting any of the factors in Pristina, raises strong shadows of doubt. Because Rama has decided to enhance the only part of the 11-point agreement agreed at the end of February, which interests Brograd and Aleksandar Vucic more. The Serbian position for a long time, which has been supported by a part of the international community, has been clear: Kosovo must approve the project that gives the Slavic minority rights almost equal to autonomy, and only then must it move on to other points such as the recognition of relevant documents and national symbols of each other, including passports, diplomas, vehicle plates and customs stamps or respecting their independence, autonomy and territorial integrity.
To justify focusing only on this issue, which is essentially the most disadvantageous for Kosovo, he used some manipulative arguments. "The creation of the association is ultimately the key to opening the door to the international affirmation of the Republic of Kosovo, its recognition by everyone, its seat in the UN and all international forums, and mutual recognition with Serbia".
But this very statement that can be seen in the video above contains two scandalous manipulations.
Everyone who knows the Kosovo issue at all understands that even if the Kurti government immediately and unconditionally accepts the establishment of the association of municipalities with a Serbian majority, there is no guarantee that this will have a direct impact on the acceptance by the United Nations Organization. There, Kosovo is held hostage by two hostile states that do not recognize its independence, such as Russia and China. So even if she makes a sacrifice by accepting the Western plan, this does not mean that all members of the Security Council, with the right to veto, will agree.
As if this was not enough, Rama went even further. He said that the establishment of the association led to the recognition of the two countries. So, if this step was overcome, Serbia would recognize Kosovo. Here we are dealing with the Rubicon crossing. Because Serbian President Aleksandar Vucic has declared dozens of times that whatever happens, he will not recognize Kosovo, which is written in the constitution as an integral part of the country.
So even here Edi Rama is bluffing. Therefore, the question that arises is: why did he need these two manipulations to justify the fact that of the entire agreement reached on the basis of the Franko Gjerman plan, he had to focus only on what constitutes the basic request of Belgrade. / Lapsi.al
