In Albania, the words "gang" and "mafia" are often mixed like a glass of cognac with water, creating a confusion that mostly serves those who are part of the big game of crime. But between these two groups there is a difference that makes all the difference in the underworld of politics and economics.
Gangs, in Albania, are the noise that politicians make when they want to show their muscles. They are those guys who threaten with phone calls, with unknown numbers and harsh sentences that contain no elegance. They are the "strongmen" of the neighborhoods, ignorant, uneducated, without vision and without strategy. They are treacherous people who do not know any rules, who do not respect even the most minimal code of the game. They are sacrificed soldiers on the chess field who play their masters, desperate people who know that their lives are worth little and can end at any moment, and they even pay money for protection from politics.
On the other hand, the mafia is like an expensive suit that sits on the slender body of the state. Mafiosi do not make noise. They speak quietly, with clear codes, and if they need to "disappear" a problem, they do it elegantly and without a trace. Mafiosi keep the codes, understand the game and play it honestly in their world, without playing dirty games and without betrayal.
The mafia does not threaten, it simply acts. It is not against the system, it is the system itself. Mafiosi are not illiterate or ignorant. They are educated, have access to the most powerful banks, own the most prestigious firms and are well acquainted with the legal and financial system, which they control with frightening efficiency.
In Albania, gangs are tools in the hands of politics. Politicians throw them a bone, and they bite where they are asked. But the mafia is the opposite. It is not a tool of politics; it uses politics as an easy puppet to manipulate. Politicians are tools of the mafia, partners in the game and interests, and they know it well. The mafia finances campaigns, buys influence, controls strategic businesses, construction, gambling, resorts and businesses with a lot of cash flow, where capital can be "washed" in peace.
The Mafia sells "order," not chaos. It offers security to businesses that cooperate, order to those who abide by the codes, and swift, ruthless, and silent consequences to those who challenge it.
Gangs are the chaos of the street, the mafia is the calm of the office. If crime is to be defeated in Albania, this essential difference must first be understood. /Pamphlet
