From democracy with rules to command rule: Albania in the era of political

It is a time of towers, concrete, populism, show and denigration of free and critical minds. The parties have been privatized, they have their own owners.

Retrospective, 1991. There was once a time when political parties had debates, elections, and competition. Coming from the Albanian People's Party, the first parties established democratic statutory rules - an obligation to hold elections every two years, an obligation to hold regular meetings, an obligation to have a program, a limitation of terms for leaders to only two terms, the leadership was elected by the congress just like the president (with the same legitimacy), as well as an obligation to have candidate CVs, platforms, and secret decision-making procedures. You find random names that failed, but also names from the best elites of the time.

In March 1992, the first and last democratic elections were held. It was the time when the opposition created a broad coalition and a spirit of change and the government accepted the cost of the failure of the system it had built/managed. There were more elections for and against the democratic system than elections for and against the SP-PD. The result is known. Then "politics" began. The Democrats understood that power is enjoyable, creates privileges and is worth holding on to, the Socialists understood that without power and in opposition you are just a number in Albania. So the first and second did everything to win the elections again / return to power. 1996-1997 was a consensual product of this mentality, power at all costs. Then it continued - the silent pact of political rotation every 8 years. Until 2021.

Interpretations, consequences, analyses, etc., require entire winter nights, but symbolically this photo is an illustration of how it started and where we are. Today, parties have no working leaders, no elected officials, no competition, no debates, no programs, no accountability, no working congresses, no democratic regulations/statutes, no transparency, - so essentially, none of the features of 1991, none of the conditions for having a political party. To paraphrase Musine, "today is the time when a kg of brains is worth less than a kg of mortar". It is a time of towers, concrete, populism, show and denigration of free and critical minds. Parties have been privatized, they have their owners.
