The main reason was the low turnout of the "opposition people", both here and in the diaspora. However, in the regions of Kukës, Shkodër, Durrës, Berat, Korçë and Gjirokastër, despite the low turnout, the DP coalition managed to secure the 2021 parliamentary mandates. While in the Lezha region, it barely secured the mandates of the time with a photo finish...
On the other hand, low turnout crushed the DP in six districts (where the SP received more or less the same number of votes as it had in 2021). Let's analyze the turnout in each region, first by calculating how many voters were here and how many were abroad. From the summary table below, it is noticeable that almost 2/3 of the voters on the lists of Tirana Region live here, while at the other extreme, almost 2/3 of the voters on the lists of Vlora Region are abroad.

And how many of the diaspora voters didn't bother to send their vote by mail for free? A full 89%!

In summary, a full 55% of citizens on the voter lists (resident or emigrant) did not vote on May 11. Vlora and Gjirokastra hold the record as the regions with the highest emigration.
