The money embezzled by ARRSH director Evis Berberi and his two friends, arrested by SPAK, looks like a tip in relation to the public money that is suspected to be embezzled by Spartak and Petrit Kovaçi, father and son, one director of the bankrupt Durrës Waterworks and the other owner of several private companies, which have earned tens of millions of euros of public money and permits for hotels.
Petrit Kovaçi is the father of Spartak Kovaçi, the director of Durrës Water and Sewerage, a company that has declared bankruptcy after financial obligations amount to 160 million euros.
The Durrës Water and Sewer Company is owned by the Durrës Municipality with 32% of the shares and the Ministry of Economy and Energy with 51% of the shares.
Petrit Kovaçi is a co-owner with 50% of the construction company "Adriatik" with nipt J61807505I, founded in October 2004.
On October 31, 2022, the Mayor of Durrës, Emiriana Sako, has announced the company of Petri Kovac as the winner of the tender worth 350 thousand euros, with the object "KUB System on Taulantia Street".
The difference between the limit fund and the winning bid is ALL 903,767, which shows the 'seriousness' of the competition.
The only company participating in the competition, Beqiri shpk, was disqualified with the claim that it did not meet the criteria.

Petri Kovaçi's company received a tender worth about 19 million euros from the Municipality of Durrës, in cooperation with the companies 2T and Hysa Brothers, specifically the tender with the object "Rehabilitation of the network infrastructure in the area of Porto Romanos-Kënetë and the systemization of the rain water network in the urban area of the city of Durrës Phase I". The contract was concluded in January 2022.
Meanwhile, the companies collaborating and co-winners in the tenders with Petrit Kovaçi's company 'Adriatik', have won tenders worth millions of euros from Durrës Waterworks, with administrator Spartak Kovaçi, Petrit's son.
Among others, Ed Konstruksion of the four Ibrahimi, has won from the Durres Waterworks the tender worth about 4 million USD, with the object of 'Reconstructions in the existing network of the city of Durres, area 13/2 and the construction of Depos 2/2, Lot I, Durrës Municipality'.
Meanwhile, 2T and Kupa, partners of Spartak Kovac's father's company, have received over 10 million euros in tenders from Durrës Waterworks led by Spartak Kovac.
In addition, there are strong suspicions that these companies, after receiving tenders from Spartak Kovaçi, transferred part of the money to the company of Petri Kovaçi, who is the father of Spartak Kovaçi's director.
However, this remains to be verified by SPAK, a structure which has access to bank transactions, subcontract letters and sales and purchase books of companies.
A hotel in the background
The embezzled money seems to explode somewhere.
On Plazh/13 street in Durrës, a hotel has started to be built, which will be named Azure Elegance Hotel, an investment of several million euros.
