How will the seized assets of high officials be distributed?

In all public polls regarding the reform of justice or SPAK, people mainly demand the sequestration of properties rather than prison for the corrupt.

The sequestration of the properties of the Berisha family is not the beginning, but the continuation of a work already started in several cases, where the GJKKO has seized some properties from politicians or high officials.

But while we are still at the beginning of a new era for politicians, there is already a history of several years of seizures, even confiscation, of the assets of characters convicted of participation in accused crime, as they are officially called "mafiosos".

We are talking about staggering numbers that have been seized, and others confiscated. Hundreds of millions of euros so far, which are currently administered by a state institution, namely the Agency for the Administration of Seized and Confiscated Assets (AAPSK).

This institution administers a part of assets that are active, and others, has been leased, so that those economic structures, which were like that before they were seized, are not revived.

In fact, we are in a very important development that does not accept to be treated simply with the law of 2004, which has been referred to the anti-mafia law in Italy. In fact, it is not at all complete and this import was taken by the socialist government in 2004. Although for the time it was an important development, which was followed by other governments that led the country. But while until the establishment of SPAK the amount of seized properties was counted on the fingers, now we are dealing with a process that is accumulating a real gold mine.

Add here, the portion expected from the amount of seized assets confiscated by politicians and high officials.

This new development requires not only a new approach, but a well-thought-out and consensual approach. As we are in a basic aspect completely unprecedented.

In Italy, there was no linear approach to mafia properties, but it was dealt with according to importance, priority, but also public perception.

In the case of the properties confiscated from Toto Riina, the bloodthirsty head of Cosa Nostra, firstly there was a fear of the community to buy them, secondly there were open threats from people connected to the mafia, but thirdly the state chose to give a strong message.

He did not sell those properties, but gave them to several youth organizations, which were the first swallows in Sicily to publicly denounce organized crime. Today, Toto Riina's properties in Corleone, which are managed by young people, have turned into excellent agrotourism, where of course the state has helped, but also many other private actors, which have turned it into a bombastic tourist attraction.

And this happened after a political decision of the Parliament, which held and took a position on how to deal with the mafia's properties. In Albania, what should be done with the confiscated properties of corrupt officials?

If they were left to the agency and they are resold, it is very likely that they will be taken back by those officials only hidden under different names. But first it should be discussed for a long time in society, public opinion and the Parliament should decide.
