Until now, we are seeing that SPAK is an institution that is making more shows and files for statistics than the real battle for the mission that has been set up! However, we as a public have lost faith, because we have still won what we have the opportunity to do. let's lose it!
The prosecutor of SPAK keeps in the drawer for 2 years the denunciation of the corruption of AZHBR with EU funds and after two years passes the case to the prosecution of the judicial district of Tirana.
So the prosecutor of the case, Klodian Braho, needed two years to understand that there were no elements of jurisdiction covered by the Special Prosecutor's Office and he delegated the case to a lower level.
Meanwhile, the EU investigation office "OLAF" has found concrete evidence of abuse or misuse of funds of the IPARD 2 program by the Agricultural and Rural Development Agency "AZHBR" which the SPAK prosecutor has not seen or ascertained, or has seen and have not created a reasonable belief that he is facing a scheme of abuse and waste.
Beyond my reasonable doubt, I also would not like to believe that the prosecutor deliberately kept the file there, as prosecutors usually do when they want to make fun of those who should be brought before the law. This is a well-known practice of keeping the file in a drawer to collect dust or temporary or permanent oblivion.
And to come to a conclusion related to the trust in the Special Prosecutor's Office issued by the Justice Reform. She would really gain public trust when she investigates within herself. That the waters are not drained everywhere, or if they are drained, they may be contaminated somewhere.
The FBI (Federal Bureau of Investigation) in the USA enjoys the absolute trust of the public because it does not spare even its own people before breaking the law. SPAK has yet to pass this test. When it takes the courage to investigate the suspected actions or inactions of its members then we can say that we have laid the foundations of trust.
Reform in justice does not mean that the majority is equal before the law, but some individuals are on the side or above the law, whether these are SPAK prosecutors themselves. There is an axiom in law that until proven otherwise you take what you see for granted. Until now, we are seeing that SPAK is an institution that is doing more shows and files for statistics than the real battle for the mission that has been set up!
