
This amnesty should also be a concern for the State Police, which has the duty to monitor the contingent prone to such criminal acts on the ground.
Since May 2018, I have conducted periodic surveys as part of the barometer for the opinion of Albanians on the work of the State Police, financed by the Swedish government's SCPA project and by UNDP. As a result, I have also followed her work in the field.
From recent developments, I expect three waves that will come soon for the State Police.
First , after the criminal amnesty voted by an absolute majority in the Parliament of Albania and decreed by the President of the Republic, about 700 citizens arrested during the successful police operations "Temple" and "Rule of Law" are returned to the field - almost three quarters of the citizens simply considered these two operations successful in the last survey I conducted for UNDP.
And the return to the ground of the aforementioned prisoners is a concern for ordinary Albanians. This amnesty should also be a concern for the State Police, which has the duty to monitor the contingent prone to such criminal acts on the ground.
Second , the German government is discussing the deportation of all immigrants without a German passport who have committed criminal offenses there. If such a decision is made, a significant crime contingent will return to Albania. And this should constitute a new concern for the State Police.
Third (but not least), the Albanian government has predicted that over 14 million citizens with foreign passports will enter here this year - over 40% more than last year. Following the analysis I did with the IT specialist of my surveys, I found a 64% increase in the mentions of keywords about Albania's tourism in the entire world internet. Even if tourism increases this season by 50% compared to years (and not 64%), it will be a real Tsunami for the Police of Order and the Traffic Police. (Note: From an analysis of the number of active vehicles with Albanian license plates and those that enter with foreign license plates, I have found that we will have an average of about 1 million vehicles in circulation every day this summer - more during the weekends).
In anticipation of the above waves, the government should think about additional emergency funds for the State Police, both for technological devices and for overtime payments for simple overworked policemen in the field. In the first quarter, Albania came close to the European Union, in terms of the mortality index from crimes and road accidents. It better not get away from him in the later quarters…
