SPAK's investigations and the first decisions of the courts of new justice are starting to hit many levels of government with suspicions of corruption and theft of public funds through tenders, favoritism or open violations of the law. We are seeing an Albania that we have always known, weak in governance, corrupt and with an elite that was not punished by the justice system until yesterday.
No one can make fun of the list of officials investigated, tried or even convicted. Even those who recite the tale of the "Party SKAPI" all day find it difficult not to get excited when Duman prosecutors deal with the party in question. The socialist one, to be more concrete.
It is right that it happens like this and not otherwise. When you are in power for more than ten years, you have to wait not only for the laurels for the 10 million tourists and the voters' votes every time there are votes, but also to be patient and keep your head down even when the prosecutors arrest the officials and turn you into a shooting table. All because of the duty, and not because of any conflict whatsoever against today's majority.
On the other hand a different angle, a different demeanor, very soft and negligent, shrugging shoulders and turning a blind eye on all sides, seems to be being used to deal with crimes of the recent and distant past that have cost lives of people. This Tuesday, the parties involved in the murder of Pjerin Xhuvan in Elbasan, three years ago, on the eve of the parliamentary elections, continued to argue in the appeals court. A barren debate about the reproduction of the circumstances of the murder, the location of the killers and victims, the direction the bullets took, who shot first, etc., etc.
A macabre show has been trying for three years to camouflage the true source of the crime that happened that tragic day in the middle of a big city in Albania. While everyone deals with these rumors, since they have been compared to the real motive of the event, in the background lies the real cause that no one dares to investigate and condemn: "The Structure for the Protection of Votes". SMV for short. A paramilitary structure created by the Democratic Party to observe the elections, as claimed then and later by Basha, Bardhi and others.
This private militia also had a leader in Tirana, in the closest staff of Lulzim Basha, as it functioned with its means of movement and by recruiting former armed policemen, whom Bardhi then described as clean and without precedents criminal, but which did not turn out to be such after the murder of Pjerin Xhuvani.
Immediately after the event, Gazmend Bardhi came out publicly in defense of this paramilitary structure, but he also told some truths that even the SPAK era did not find sufficient for investigations. Bardhi says in the statement, speaking about the dynamics of the event, that "there were gunshots between the parties". What constitutes a direct acceptance of the fact that this structure was armed. Ironically, at the beginning of this statement, Bardhi says that nothing is more important than public safety and the lives of citizens. An open mockery in the middle of a public mourning, which brought the city of Elbasan and the political elections of 2021 to a standstill.
The former minister of justice, who today fights corruption without compromise (although he is stoically silent about the accusation against Noka for the 760 thousand euro villa), so this former minister who today relentlessly advertises respect for the law and the constitution, came out three years ago in defense of a structure that smacked of fascism, as it had assumed in the most arbitrary and abusive manner the attributes of patrolling, stopping means of controlling citizens. Only the police and law enforcement bodies have these exclusive rights, not the parallel private structures of political parties, business or even worse, criminal groups.

Factual mockery of serious episodes with a political background like that of Elbasan have become a norm in the last two decades. January 21 and Gërdeci are unpunished even after many years, because the approach to them has been dismissive, hypocritical, insincere.
Unfortunately, in this regard, it seems that even for SPAK gasoline there is water. Five years after the start of work, the special prosecutor's office has not managed to shed light on these events, and even refused to do so, as was the case on January 21, where the Supreme Court forced SPAK to start investigations, after the decision of European Court. And this puts the Albanian state in a difficult moral position to be credible and truthful in its efforts to break with the 33-year era of impunity.
