New details have emerged from the investigative file for Altin Ndocin, who spectacularly escaped on January 13 from the Durrës regional hospital.
According to the investigative file, a series of violations committed by the Durrës Detention Institution against this prisoner are evidenced, starting from his outings that are not reflected in any daily activity statement of the General Directorate of Prisons.
And likewise, in no case has the Internal Control Service in the Prison System been informed about these exits.
"On January 13, 2026, at around 08:30, nurse Aulon Çuku asked the head of the Health Sector at the Durrës Penitentiary, doctor Ylfete Sema, to draft a recommendation for 4 prisoners, who according to him had health concerns, in order to conduct specialized examinations at the Durrës Regional Hospital.
"But this citizen did not visit Altin Ndoci regarding his health concerns, but was satisfied with only being informed by nurse Aulon Çuku, who informed her that prisoner Altin Ndoci had kidney pain and for this reason he was scheduled to visit the surgeon at the Durrës hospital," the investigative file states.
But what happened on the day of the escape of Altin Ndoc, 38 years old, who was in custody and accommodated in Durrës prison since May 20, 2020 after he was sentenced to prison by the Special Court of First Instance for Corruption and Organized Crime for several murders committed in qualifying circumstances against two or more persons as well as a structured criminal group.
What were the hours leading up to this escape?
Why did the doctor who should have initially made a preliminary assessment of Altin Ndoc's health condition not do so?
Or was it deliberately overlooked by Chief Nurse Aulon Çuku.
Altin Ndoci who would be accompanied to Durrës hospital for medical check-ups along with four other prisoners during this day.
But from what is understood, the Durrës Prison doctor did not make any prior visits to Altin Ndoc to assess his initial condition.
According to investigative data, the Durrës prison doctor, Ylfete Sema, was content only with completing the health protocol, skipping visits to patients who had health concerns, including Altin Ndoci.
This is the first violation that enabled the latter to implement the plan to escape from prison, which would follow in the following hours, during the visit he was supposed to make to the Durrës Hospital.
"Doctor Ylfete Sema, after completing the request for a medical examination with the prisoners' data, gave it to the head nurse Aulon Çuku, where the detainee Altin Ndoci was recommended for consultation with the surgeon. This order was sent to the Chief of Police, Destemon Pazaj.
But before submitting the order to the police chief, Chief Nurse Aulon Çuku sent this request to the prison director, who, after approving it, assigned the police officers Destemon Pazaj, Dorian Saraçi, Sali Ferrollari, Preg Marvataj and Fatjon Baci, with driver Idajet Çalama, as an escort group," the investigative file states.
Although at first glance everything seems to be within the normal routine of an institution's regulations, in this case that of a prison, the investigative group has noticed several violations.
Or some tolerances that have further given rise to the preparation of the scenario of Altin Ndoc's escape from prison. As is the fact that this prisoner has been assessed as a standard escape risk.
Which means that he has not been assessed for his social dangerousness, thus reducing his security parameters during his escort from the prison premises, in this specific case to Durres Hospital.
Where Altin Ndoci had been several times in recent months and now had a clearer idea of how he should act on his escape plan.
"The Prison Police have also drafted a plan of measures, assigning four people as an escort group, and have requested that the vehicle, the route of movement, and the interaction with the Durrës police station be checked.
Where in the file there is also a checklist of risk indicators dated December 4, 2025 for the detainee Altin Ndoci, where in the end he was assessed with standard risk by the assessment commission at the Durrës Penitentiary Institution, specifically by the chief of police, social worker, lawyer, doctor and prison director, Indrit Cerloj.
Precisely after completing these procedures, essentially bureaucratic, but having to do with what happened next, the structures of Durrës prison, in coordination with each other, specifically the health service, prison police, social and legal sectors, also planned the escort for a medical visit to the Durrës Regional Hospital, Altin Ndoc.
The visit would be conducted within the day, with the vehicle accompanying the detainee following the same route both on the way there and back.
Movement to Durrës Hospital would be done by ambulance.
For unknown reasons, one of the officers of the escort platoon, in this case the commanding chief of the prison police, Destemon Pazaj, was replaced at the last moment.
The first of the four suspects scheduled for a medical visit at Durrës Hospital that day was Altin Ndoci.
After all these actions were carried out, head nurse Aulon Çuku communicated with the Durrës Regional Hospital, with the aim of carrying out visits or consultations.

Është ky pikërisht momenti, kur Altin Ndoci, tashmë i mbetur në shoqërinë e vetëm dy prej punonjësve të sigurisë së burgut, vendos të arratiset.
Fillimisht sipas planit, duke u shtirur vazhdimisht për dhimbje të vazhdueshme në zonën e veshkave.
Dhe duke kërkuar herë pas here të shkojë në tualet.

Meanwhile, Fatjon Baci, one of the officers assigned to guard Altin Ndoc, said that he tried to call 129, but no one answered.
